DIRECTIONS:From Asheville take Hwy. 19123 north towards Mars Hill. Approx. 1-mile past Mars Hill turn
right onto Hwy. 19. The Facility will he on the left just before entering Burnsville.
Process Description
APAC-Atlantic,Inc. operates a batch-mix asphalt plant which is permitted to produce 485,000 tons of
asphalt per twelve-month period. APAC receives crushed stone from off-site.
Inspection Observations
On the morning of February 5,2019,I traveled to the site to conduct a compliance inspection and/or
confirm continued shut down of APAC Atlantic Inc. in Burnsville,North Carolina. I arrived on-site and
observed the plant shut down with locked gates. The lot was vastly overgrown, and the equipment
appeared to be rusted and not operational. No one was on site during our visit.
After returning to the office,I contacted the facility, authorized and technical contact Mr. Don Mason,
Environmental Compliance/Quality Control,via e-mail to inquire about future operation of the facility.
Mr.Mason responded to my e-mail and told me there are no plans to operate the facility in the near
future. The company wants to keep their air permit. It was renewed in Fall 2017 and will expire
September 30,2025.
Reporting Requirement
Air Quality Permit 0016IR13 limits the production of asphalt to 485,000 tons per twelve consecutive
months. The 2018 annual report was received on January 14, 2019 and reported production as zero(0)
tons. This facility has not been operated in 10 years or so.
Five-Year Compliance History
There have been no compliance issues documented at this facility in the past five years.
Conclusion
APAC-Atlantic, Inc., at Burnsville appeared to be in compliance by shutdown at the time of my site visit.
