Take I-77 to I-40 West. Left on Exit 135 into Claremont. Right on Main Street and after about 0.5 miles turn left onto Penny Drive. Go to the back of the facility for entrance. Safety Equipment. Safety glasses and safety shoes are required. General Information: This facility manufactures glass fibers and fiber optic cable. This facility operates with four shifts, 24 hours per day, seven days per week, and employs about 400 people. The purpose of this site visit was to observe the stack tests being conducted on the large torch over-cladding units(Cells 4 and 5;ID No.ES-9)and the new technology torch over-cladding units(Cells 5, 6, and 7; ID No.ES-9a) The overcladding units(ES-9a)are controlled by a hydrated lime scrubber(213S),which is a bagfilter with lime as a scrubbing medium. I arrived at the facility around 9:30 am and met with Mr. Rick Miller,Environmental Safety Manager. McHale Environmental was performing the stack test. Mike Dickerson, Senior Environmental Prysmian Cables and Systems USA,LLC February 13, 2019 Page 2 Technician, was operating the equipment measuring NOx emissions from the overcladding units(ES-9a). One sampling point was used for emissions testing of the overcladding units(ES-9a)and(ES-9).The calibration gases were all within date. The primary objective for testing the overcladding units(ES-9a) is to reevaluate the uncontrolled NOx emission rates from the overcladding unit(ES-9a)as required under Specific Condition 2.2-C.1.c.iii. which states in part . . . "Uncontrolled overcladding emission rates must be revalidated annually." The pounds of NOx per unit hour is used in demonstrating compliance with the PSD avoidance condition. The facility is trying to avoid operating the SCR controls to keep NOx emissions under the 250-ton PSD limit. Method 7e(Determination of Oxides of Nitrogen)was used for NOx emissions. Sampling was conducted before the bagfilter(2DS). The permittee historically uses the uncontrolled NOx emissions when calculating NOx emissions. Core rods were in various stages of processing during the stack test. The operating conditions were recorded by Mr.Miller,to be used in the hourly emissions calculations. I did not observe the 2°d and third runs for over-cladding units (ID Nos. ES-9). Conclusion: Based upon observations made, it appears the stack testing for the overcladding units was performed in compliance with the requirements of the appropriate test methods.
