Haw River,North Carolina Alamance County 4-0100010-Title V Air Permit No. 05896T25 Dear Mr. Skrzypczak, This is to acknowledge receipt at the Winston-Salem Regional Office,on February 11, 2019,of the Protocol Submittal Form for the visible emissions tests scheduled for April 9,2019 at the above referenced facility. The emission sources to be tested are the two dual-chamber natural gas-fired hospital, medical, and infectious waste incinerators(Emission Source ID: ES-01 and ES-02). The emissions test protocol for the subject facility has been reviewed. The testing for visible emissions will be performed in order to demonstrate compliance with 40 CFR Part 60, Subpart Ce,"Emission Guidelines and Compliance Times for Hospital/MedicaUlnfectious Waste Incinerators." The proposed method of testing is U.S. EPA Method 9, Visual Determination of the Opacity of Emissions from Stationary Sources. Testing must be in accordance with the Subpart for each emission point tested. The proposed method for testing the emissions is acceptable. TRC Environmental shall be responsible for ensuring that the equipment or processes being tested are operated at or near the maximum normal production rate approximately 90 percent of the maximum or above. Within the limits of practicality,the final report must include the process rate information for each individual run during the test period. Approval of the proposed testing methods does not exempt the tester, in any way,from the minimum requirements of the applicable test methods. Any deviations from the applicable methodologies not specifically addressed in this letter remain subject to the approval of the Division of Air Quality and the U.S.EPA.
