HomeMy WebLinkAboutAQ_F_0100237_20190206_ST_RvwMemo (4) DIVISION OF AIR QUALITY February 6, 2019 MEMORANDUM To: Lisa Edwards,P.E.,Winston Salem Regional Office Supervisor From: Brent W.Hall, Stationary Source Compliance Branch(SSCB) Subject: Canfor Southern Pine—Graham Plant Graham,Alamance County,North Carolina, Facility ID 0100237,Air Permit No.06740T20 Filterable Particulate Matter,Carbon Monoxide,Hydrogen Chloride,and Mercury Emissions Testing of Wood Boilers Nos.B-2,B-3, and B-4 By TRC Environmental Corporation, October 9, 15, and 16,2018 DAQ Tracking No. 2018-247ST TRC Environmental Corporation(TRC)performed EPA Method 5 for filterable particulate matter(PM), EPA Method 10 for carbon monoxide(CO),EPA Method 26A for hydrogen chloride(HCl),and EPA Method 30B for mercury(Hg)emissions from wood-fired boilers B-2,B-3,and B-4. The emissions test results demonstrate compliance with the applicable regulations. Boilers B-2 and B-3 are wood fuel-fired boilers(28.7 million Btu per hour heat input capacity each) controlled by two multicyclones each. Boiler B-4 is a wood fuel-fired boiler(57.6 million Btu per hour heat input capacity)controlled by two multicyclones and an electrostatic precipitator ESP-4. Testing was performed to demonstrate compliance with 15A NCAC 2D .1109 1126) Case-By-Case Maximum Achievable Control Pechnology(until May 19,2019). Boilers B-2,B-3, and B-4 are also subject to 40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units and 15A NCAC 2D .0504 Particulates from Wood Burning Indirect Heat Exchangers. The test results are expressed in pounds per million Btu(lb/mmBtu)and parts per million volume dry corrected to 7%oxygen(ppmvd@7%02). The emissions test results for the three boilers are shown in the tables below. The average heat input rate during testing for Boiler B-4 was 38.4 mmBtu/hr. An HCl audit sample was performed during this test and the results are acceptable.
