Caldwell County. Directions: From ARO, take I-40 east Jamestown Road exit 100. Follow Jamestown Rd. to Hwy 70 East. Follow to hwy 18/64. Follow 18/64 to Lenoir. In Gamewell before Lenoir look for Calico Road at caution light intersection and turn left. Go to next intersection at Calico Road and Hartland. Facility is on Northeast corner. 2) Facility Overview: Keller Woodcarving is a woodworking facility, producing components parts for the furniture industry. This facility is exempted effective date August 29, 2017. Last compliance inspection was performed by Richard Morris on February 8, 2018. Safety: ear/eye protection and steel toed shoes Current throughputs: 2019 Employees: 6 Hours: 32 hrs/wk, 50wks/yr Pre-inspection Conference: On January 10, 2019, I, Richard Morris with NCDAQ met with Clyde Coffee,shop foreman,Jeff Keller was still at home and not at work yet. Based on my conversation with him we discussed the following: a) Verified the contacts based on FACFINDER printout. All contact information is current and correct. b) Mr. Keller keeps the cyclone logbook in his office and is maintained by him. His last annual inspection was performed on 8/8/2016. He has Air systems maintain and inspect his system when needed. We could not locate log but will have Keller send copy to me. c) We discussed their new exempt status and future inspections. Process Description: This facility produces component parts for the furniture industry using saws,lathes, sanders, molders and other woodworking equipment. The woodworking equipment is controlled by two cyclones in parallel and collects dust to a collection house. Inspection: a) I inspected the woodworking process and found that each piece of equipment was controlled by the dust collection system. Pipes and ductwork appeared to be in good condition with no apparent leaks or holes. b) I did not observe visible emission coming from the cyclone stacks while they were operating. I did observe the chip/dust bin storage doors have collapsed allowing the contents to spill out of the bin onto the ground. I contacted Mr. Keller who stated that happened about two weeks ago. He is in contact with the man who collects the dust to remove it, but the man is in the hospital now. He has made arrangements with a company to fix the doors this weekend and will have it fixed by next Monday. I told Mr. Keller he needs to have this repaired and cleaned up immediately. In compliance. All particulate emissions are controlled by cyclone. 2D.0515 —Control of visible emissions. In compliance. I did not observe any visible emissions over 20%. 2D.05540—Fugitive Dust Control. The Permittee shall not cause or allow fugitive dust emissions to cause or contribute to substantive complaints or excess visible emissions beyond the property boundary. Fugitive dust emissions" means particulate matter that does not pass through a process stack or vent and that is generated within plant property boundaries from activities such as: unloading and loading areas, process areas stockpiles, stock pile i working, plant parking lots, and plant roads (including access roads and haul roads). In compliance. The facility has paved parking and storage areas. There are no stock piles. Reporting requirements: There are no reporting requirements in the current air permit. 4) Compliance History Review: This facility has no compliance violations. 5) Stack Test Review: Stack test not required. 6) 112R Status: Based on the facility's inventory, it was decided that they are not subject to 112R reporting requirements 7) Comments and Compliance Statement: Based on review of records and visual observations, Keller Woodcarving appeared to be operating in compliance with the Air Quality standards and regulations at the time of this inspection on January 10, 2019. /rem
