The proposed methods are acceptable for the required NOx testing as discussed below. Emissions Sources ES-9 and ES-9a each consist of overcladding units(ES-9: Cell 4 and four Cell 5 units and ES-9a: Cells 6,7, and remaining Cell 5 units)venting to a hydrated lime injection dry scrubber fabric filter system(1DS and 2DS,respectively)which vent to a selective catalytic reduction system(I SCR and 2SCR, respectively). 15A NCAC 2Q .0317 Avoidance Conditions for 15A NCAC 2D .0530 Prevention of Significant Deterioration applies. Permit Conditions 2.2.13 and C specify the NOx limits and test requirements for Cells 4, 5, 6, and 7 units. Permit Conditions 2.2.C.1.c and 2.2.C.1.d require testing of uncontrolled and dry scrubber controlled NOx emissions from individual small and large torch over-cladding units(Cells 4,5;ID No.ES-9) and individual new technology torch over-cladding units(Cells 5,6,and 7,ES-9a). This testing must be revalidated annually and each time the type of filter material is changed to determine the"pounds of NOx per unit-hour to be used in demonstrating compliance with the PSD avoidance condition." McHale Environmental proposed EPA Method 7E. The PSF proposed EPA Methods 1 through 4 and 205 (if needed),including assigning a dry molecular weight of 29.0. The proposed methods are acceptable. Approval of this sampling protocol does not exempt the tester from the minimum requirements of the sampling methods. Any deviations remain subject to approval by DAQ.
