Dear Mr. Scheller:
The results of the subject testing have been reviewed by the Division of Air Quality's Stationary Source
Compliance Branch. Upon review, the test procedures and results are considered acceptable and demonstrate
compliance with the applicable regulations.
Particleboard press DEF—2010 is subject to 15A NCAC 2D .0530 Prevention of Significant Deterioration
and 40 CFR 63 Subpart DDDD NESHAPS: Plywood and Composite Wood Products. The test results at the
time of the testing indicate compliance to the emissions limits established by these regulations. The
emissions limit for HAPs is 0.30 lb/MSF. The emissions result during the testing was 0.196 lb/MSF and the
production rate during testing averaged 30.96 MSF.
Prior to the July 2018 testing, your facility had conducted Total HAPs emission testing of the Particleboard
Press(DEF-2010)on June 12, 2018. The test results did not demonstrate compliance with the Total HAPs
emission limit of 40 CFR 63 Subpart DDDD. However, the Subpart 4D conditions of your facility's air
permit allows the Permittee to conduct the initial performance tests within 180 days after the issuance of
permit no. T49. The July 2018 testing was performed within the 180-day timeframe.
During a September 28, 2018 conference call between your staff and RRO staff, staff personnel expressed a
need to optimize the resin formulation used in production. If further retesting of DEF-2010 is conducted by
Arauco,then the SOC 2015-02 will remain open no later than September 30, 2020. However, if your facility
determines that no further testing is needed, the production rate of 30.96 MSF will be established as the
minimum and the process of closing SOC 2015-02 can be initiated.
