Dear Mr. Sessoms:
On September 20, 2018, Jeff Bouchelle, of this office, conducted a compliance assurance visit of
the Siler City facility based on the subject Air Registration. During the site visit it was discovered that
Bonlee Mills had failed to maintain records on-site to establish facility-wide annual air pollutant
emissions remain below the twenty-five (25)tons per year threshold level. Failure to do so is a violation
of 15A NCAC 2D .0202 (Registration reference condition 2. Record Keeping).
This Notice of Deficiency is hereby issued to Bonlee Mills for failure to comply with the above
referenced air registration condition(s). Please submit a written response to this Notice of Violation
by November 16, 2018, indicating actions taken or planned by your company to ensure future
compliance with your air registration. Your response should also include the above referenced
certification(s) of compliance. This violation and/or any future violations are subject to the assessment
of civil penalties as per the authority of North Carolina General Statute 143-215.114.
Please submit a written response to this office by November 16, 2018 describing actions
taken by your company to ensure future compliance with your air registration monitoring and
recordkeeping requirements. Additionally, this office recommends that you or a designated company
representative review your air registration to ensure that you understand all of the specific and general
permit conditions. Please note the monitoring, recordkeeping, and reporting requirements, and make the
necessary provisions to ensure that these requirements are met within the specified time frames.
Failure to conduct required monitoring or to maintain required records in the future may constitute
a violation of your air registration. Any violation of air quality regulations is subject to the assessment of
civil penalties as per North Carolina General Statute 143-215.114A.
