The test results are acceptable and demonstrate compliance with applicable emissions standards except for NSPS filterable PM emissions limit for B-4. The B-4 filterable PM emissions test results demonstrated an exceedance of the 40 FCR 60 Subpart Dc emissions limit. B-2 and B-3 are wood fuel-fired boilers with"maximum heat input capacity"of 28.7 million Btu per hour (mmBtu), each.Each boiler is controlled by two multicyclones(MC-2,MC-2A and MC-3,MC-3A, respectively)and an electrostatic precipitator(ESP-2 and ESP-3,respectively).B-4 is a 57.6 mmBtu/hr wood fired boiler controlled by two multicyclones(MC-4 and MC-4A)and an ESP(ESP-4). 40 CFR 63 Subpart DDDDD National Emissions Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process Heaters applies and limits the emissions of filterable particulate matter(PM)to 0.037 pounds per million Btu(lb/mmBtu),hydrogen chloride(HCl)to 0.022 lb/mmBtu,carbon monoxide(CO)to 1500 parts per million by volume corrected to 3%oxygen (ppmvd@3%02), and mercury(Hg)to 5.7E-61b/mmBtu. 15A NCAC 2D .0504 Particulates From Wood Burning Indirect Heat Exchangers applies to B-2 and B-3 and limits PM to 0.451b/mmBtu.40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units applies to B-4 and limits filterable PM 0.031b/mmBtu. The B-4 filterable PM test result was 0.0441b/mmBtu which exceeds both the 60 Subpart Dc emission limit of 0.03 lb/mmBtu and the 63 Subpart DDDDD emission limit of 0.037 lb/mmBtu.However, §63.7422 specifies that"if you have more than one existing boiler... at your facility,you may demonstrate compliance by emissions averaging,if you averaged emissions are not more that 90 percent of the applicable emission limit." The weighted average emission rate for Boilers B-2,B-3,and B-4 is 0.34 lb/mmBtu as calculated in accordance with Equation 1 a of 63 Subpart DDDDD. The test results are presented in Table 1. Compliance with 63 Subpart DDDDD was demonstrated using the weighted average emissions from Boilers B-2,B-3, and B-4.An exceedance of the 40 CFR 60 Subpart Dc emissions limit was demonstrated for Boiler B-4.
