Dear Mr. Connor:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
the emissions testing of biomass boilers ES-BB 1 and ES-BB2. McHale EMS has proposed
EPA Method 5 for particulate matter(PM), EPA Method 26A for hydrogen chloride(HCl),EPA
Method 10 for carbon monoxide(CO), and EPA Method 30B for mercury(Hg). The proposed testing is
acceptable for demonstrating compliance with the applicable regulations.
ES-BB 1 and ES-BB2 are two biomass/bio-based solids-fired boilers(24 million Btu per hour maximum
permitted heat input rate each)controlled by bagfilter CD-BB1BH. 15A NCAC 2D .0503 Particulates
From Fuel Burning Indirect Heat Exchangers and 40 CFR 63 Subpart DDDDD National Emissions
Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process
Heaters apply to the biomass boilers. The emissions limits and regulations are shown in the table below.

M26A requires an audit sample be present during sampling for inspection if commercially available.
However, since provider does not meet the requirement,NC DAQ continues to recommend obtaining an
audit sample to support the data generated during a compliance test.

The proposed testing is acceptable for demonstrating compliance with the applicable regulations.
Approval of the proposed methods does not exempt the tester from the minimum requirements of the
applicable test methods. Any deviations from the applicable methods remain subject to approval by
