After going approximately 41.6 miles,take the Horner Boulevard(US-421 /NC-87 EXIT 69A). At the signal light,turn left onto Homer Boulevard and head north. Take the US-421 /NC-87 S exit,EXIT 69A. Turn left onto US-421 North. Go 14.1 miles and turn left onto NC-902. Go 1.4 miles and turn right onto Old US 421. Go 2.6 miles and turn left onto Bonlee Bennett Road. The facility is 0.1 miles on the right. The office is located in the center of the yard. A.7 CYCLONE REQUIREMENTS—As required by 15A NCAC 2D .0611,particulate matter emissions shall be controlled as described in the permitted equipment list. a.Inspection and Maintenance Requirements—the Permittee shall perform and annual inspection of each cyclone system. b.Recordkeeping Requirements—Records of all maintenance activities shall be recorded in the logbook. Appeared to be in Compliance—Mr.Daniels has retained records of all inspection and maintenance requirements for this facility dating back to 2008.The most recent inspections were noted on August 29 and September 26 of 2019. A.8.CONTROL AND PROHIBITION OF ODOROUS EMISSIONS—As required by 15A NCAC 2D .1806"Control and Prohibition of Odorous Emissions"the Permittee shall not operate the facility without implementing management practices or installing and operating odor control equipment sufficient to prevent odorous emissions from the facility from causing or contributing to objectionable odors beyond the facility's boundary. Appeared to be in Compliance—No odors were detected at or leaving the facility property.There are no complaints on file against this facility at the RRO. (VH) INSIGNIFICANT/EXEMPT ACTIVITIES: No exempt(insignificant)emission activities or sources are indicated on the permit and no new emissions sources or activities were discovered that should be added to the permit. (VHI) 112(r)APPLICABILITY: No RMP Required—Daniels Brothers Logging,Incorporated is subject to the 112(r) program general duty clause,but does not maintain sufficient quantities of regulated chemicals onsite to require a risk management plan. (IX) SOURCE TESTING: There are no stack tests pending for Daniels Brothers Logging,Incorporated. (X) COMPLIANCE HISTORY: A review of DAQ files shows a Notice of Violation(NOV)letter was sent to facility on June 6,2008 for failure to submit a permit renewal application and emissions inventory 90 days prior to the expiration of the permit. (XI) EMISSIONS INVENTORY: The facility has experienced an approximate-17.49%change in PM(TSP)emissions. This is mainly due to the decrease of throughput that has run through the facility in recent years. (XII) CONCLUSIONS RECOMMENDATIONS: At the time of this inspection,Daniels Brothers Logging,Incorporated appeared to be in compliance with all permitting requirements. Another inspection is recommended within two(2) years.
