Dear Mr. Abernethy,
Particulate matter(PM) and visible emissions testing was performed on the natural gas fired hot
drum mixer(ID No. ES 1) at Midstate Contractors, Inc.;located in Newton, Catawba County,North
Carolina on June 11 and 12, 2019. The test was performed in accordance with the requirements of Air
Permit No. 08115R08, Specific Conditions and Limitations No. A.9.
The Stationary Source Compliance'Branch of the North Carolina Division of Air Quality has
completed a review of the referenced test. It was determined that the testing is an acceptable
demonstration of compliance. Please find enclosed a copy of the test review memorandum.

Integrity Air Monitoring performed EPA Methods 5/202 for total particulate matter(PM)on June 11
and 12, 2019 and EPA Method 9 for opacity on June 17, 2019. The test results are acceptable and
demonstrate compliance with the applicable emissions limits.
Emissions Source ES is a natural gas-fired hot drum mix asphalt/RAP plant with at 350 tons per hour
permitted maximum capacity. Emissions from ES are controlled by cyclone CD and bagfilter CD2
installed in series. The reported rate during the June 2019 testing was 228 tons per hour(tph).
15A NCAC 2D .0506 Particulates From Hot Mix Asphalt Plants, 15A NCAC 2D .0521 Control of
Visible Emissions, and 40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Facilities
apply to ES 1 and limit visible emissions to 20%opacity. 2D .0506 limits total PM based on actual
process rate. The 2D .0506 total PM limit is 53.2 pounds per hour for the tested rate. 40 CFR 60
Subpart I limits filterable PM to 90 milligrams per dry standard cubic meter(mg/dscm). The test results
are tabulated below.
