Dear Mr. Arnett:
The Division of Air Quality (DAQ) has reviewed the certification reports for the new
COMS installed on the natural gas-fired dryers: C&S Dryer (ID No. ES 1415), Line 1 Coloring
Dryer(ESCPPH1),and Line 2 Coloring Dryer(ESCPPH2)received January 25,2019.The COMS
certification reports were submitted for the following units:

The certification report review addressed three key elements of 40 CFR 60,Appendix B,
Performance Specification 1 (PS-1), namely: 1)design specification of ASTM D 6216-12, 2)
manufacturer's performance specification of ASTM D 6216-12, and 3) field audit performance
specification. Based on the review, we found that the COMS certification reports appear to have
been conducted properly, and all the test specifications are within the acceptable ranges. Therefore,
the COMS are hereby certified effective July 5, 2018.
