(I) DIRECTIONS: From RRO take I-440W, then S towards US-1 S. Continue on US-1 S to US-64 W towards Pittsboro. Use
Exit 386 to merge with US-64 W Business into Pittsboro.Turn left onto Small Street(this left occurs just before the circle in
the middle of Pittsboro). Continue approximately two blocks and turn right onto East Chatham Street. Chandler Concrete is
located at the corner of Small and East Chatham Street.

(II) FACILITY DESCRIPTION: Chandler Concrete/Piedmont Inc.—Pittsboro 111 is a truck mix concrete batch plant with a
maximum capacity of 120 yd3/hr.There are three silos for cement and/or flyash,a cement batcher,and areas of bulk sand and
gravel storage along the perimeter of the yard. Bulk aggregate is transported by front end loader.
Safety note: standard PPE(steel-toed shoes,hard hat,safety glasses)and a reflective vest are to be worn at this facility.
(III) VISIT SUMMARY: On October 4, 2018, I (Lisa Whitaker) visited Chandler Concrete—Pittsboro 111 plant to conduct a
compliance assurance visit.Prior to entering facility property,I observed one truck loading and sand transfer with zero VE.
I arrived at the facility at approximately 11:00 AM under clear skies and calm wind. On site,I met with Warren Cotton,Plant
Manager,to review records and discuss current facility operations.Mr. Cotton stated that no changes had been made;no new
sources were observed. No odors,dust or VE was observed.
Application review 1900069.16A states that[DAQ spreadsheet]shows the annual, after control, PM-10 emissions
from concrete batch plants are less than 5 tons so long as production does not exceed 500,000 cubic yards of
concrete, which is about 17 times greater than this facility has produced during the past five years. Based on
this low actual emission rate they may be exempted under rule I5A NCAC 2Q.0102(d).
Facility records document that CY2017 annual production was 21,335.25cu yds. The facility is operating in a
manner that justifies continued exempt status.The facility records document production(monthly and annual)
back to 2007.
Facility staff conduct bagfilter inspection at a rate(weekly)much more frequent than required by 2D .0611.
Records on site document inspections that include bag replacement. See CAV checklist for sample I&M dates in
2017 and 2018.
(I) COMPLIANCE HISTORY: The facility has no history of deficiency or violation in the previous five years.
(II) CONCLUSIONS/RECOMMENDATIONS: At the time of the inspection, Southern Equipment Co-Fuquay Varina
appeared to be operating within regulatory requirements and honors production limits that ensure PM10 emissions
are below 5tpy. It is recommended that the facility be visited again for compliance assurance in two years.
