Caldwell County Directions: From the ARO,follow I-40East to exit 103 (Morganton/Rutherfordton). Turn left onto US 64 and follow to the intersection with Hwy. 70. Make a left onto Hwy. 70 (W. Fleming Drive/US 64 BYP)and continue to follow US 64 BYP. Turn left onto US-64 E/NC-18 E. Turn left onto US-321/131owing Rock Blvd. Turn left onto US-321 ALT/N.Main St. Turn right onto NC-90/Valway Road. Facility is located on the right. Safety: Safety shoes and eye protection Facility Description: Boone Lumber,Inc. is a sawing and planning operation that finishes lumber for commercial builders. Dried lumber of all dimensions is procured and stacked on site. The lumber is cut by saws to length and width then planned to meet customer specifications. Wood waste is handled through a duct system that is controlled by a cyclone. The wood waste is blown into collection trailers. The facility estimates production of 50%planning and 50% sawing. The facility also spray paints and/or stamps each end of the lumber for identification purposes. The facility's normal operating hours are Monday-Thursday from 8am to 5:30pm with half days on Friday. The facility currently has 12 employees including office staff. Exempt from Air Permitting: This office received a written request and supporting documentation from Boone Lumber, Inc. on September 16,2016 requesting rescission of Air Permit No. 07444R04. This office reviewed the request and on November 18,2016 Boone Lumber,Inc became exempt from air permitting. This rule states that any facility whose actual emissions of particulate matter(PM10), sulfur dioxide,nitrogen oxides,volatile organic compounds, carbon monoxide, hazardous air pollutants, and toxic air pollutants are each less than five tons per year and whose actual total aggregate emissions are less than 10 tons per year shall not be required to obtain a permit pursuant to 15A NCAC 02Q .0300. 2018 Production: The facility reported 2018 throughput of 3,060,001 board feet. The facility reported the tonnage of wood waste for 2018 as 295.11 total tons. Mr.Chris Scott ran the AQ Emissions Spreadsheet with the information supplied by the facility. Estimated 2018 facility-wide emissions are 1.67 tons PM10 and 4.56 tons TSP. The facility appears to remain below the air permitting threshold given the reported throughput. The facility reported 2017 throughput as 912,000 board feet, 2012 throughput was 9,500,000 board feet and 2006 throughput were 871,250 board feet. Facility Contacts: I reviewed the IBEAM FacFnder report with Mr.Tim Bumgardner. No changes or updates need to be made at this time. Site Visit Narrative: On July 18,2019, 1 traveled to Boone Lumber,Inc. to conduct a routine compliance assurance visit. I contacted the facility on July 1, 2019 to prearrange my visit. I met and toured the facility with Mr.Tim Bumgardner,Facilities Manager. I arrived on site around 10:00 am and was on site for approximately 35 minutes. The facility was last inspection by me,Angela Hopper, on July 24,2018. The facility has upgraded their wood waste trailer handling and trailer system including the duct work. This upgrade was done to improved efficiency and to prevent dusting and leaks. Emission Sources and Observations: The facility was previously permitted to operate one wood waste transfer and trailer collection system controlled by a simple cyclone(84 inches in diameter). The woodworking operation was not in operation at the time of my visit. The cyclone and duct work appeared to be in good conditions. The facility uses spray paint cans to mark the incoming month on ends each of the boards. The spray painting was no observed. Requirements Review: Particulates from Wood Products Finishing Plants. This facility appears to be able to adequately control any particulates generated by the woodworking operations with the installed ductwork and control devices. In November 2018,the facility upgraded their trailer system to prevent leaks and dust. According to facility personnel,the wood waste transfer and trailer collection system is operating more efficiently. The simple cyclone was not changed or replaced. Compliance is expected. Control of Visible Emissions. Visible emissions from the wood waste transfer and trailer collection system manufactured after July 1, 1971, should not be more than 20 percent opacity when averaged over a six-minute period,except that six-minute periods averaging not more than 87 percent opacity may occur not more than once in any hour nor more than four times in any 24- hour period. The cyclone and wood waste transfer and trailer collection system were observed in operation with no visible emissions. In Compliance. Fugitive Dust Control. The facility is not to cause or allow fugitive dust emissions to cause or contribute to substantive complaints or excess visible emissions beyond the property boundary. "Fugitive dust emissions" means particulate matter that does not pass through a process stack or vent and that is generated within plant property boundaries from activities such as: unloading and loading areas, process areas stockpiles, stock pile working,plant parking lots, and plant roads (including access roads and haul roads)." I did not observe any fugitive dust during my visit. In compliance Control and Prohibition of Odorous Emissions No objectional odors were observed on the facility property or in the area near the facility. In compliance. Reporting and Record Keeping Requirements: Boone Lumber,Inc. currently has no reporting or record keeping requirements. Compliance History Review: There have been no documented violations in past 5 years. Stack Test Review: There are no requirements for stack testing at this facility. 112R Status: The facility is not subject to 112R requirements Compliance Assistance: None needed at this time. Recommendations: NONE. Compliance Statement: The facility appeared to be operating in compliance with all applicable air quality regulations and standards at the time of the site visit. I
