Take I-40 west toward Hickory and take Exit 126. Turn right on McDonald Parkway SE. Turn left on 21' St. Dr. SE. Make a left onto Main Ave SE. The facility is located on the left at 1928 Main Avenue SE. Safety Equipment(Issues: Safety glasses and hearing protection are recommended for walking through this facility.No safety issues were noted at the time of this inspection. Lat/Long Coordinates: The facility's coordinates on "Maps of DAQ Regulated Facilities" are not available on the DAQ website. IBEAM indicates that the facility latitude and longitude coordinates are 35d 43.8148m and 81 d 185706m. According to google maps, 81d 18.199 is a more accurate longitude for this facility. Facility Email/Contact information: The facility contacts information, including email addresses, were verified during this compliance assurance visit.Updates were made in the IBEAM database. General Information: The purpose of this site visit was to conduct a routine compliance assurance visit. This facility provides coating and post-coating treatments using thermal spray technology for land-based gas turbines and aircraft engines. The facility currently operates three shifts per day, Monday through Friday. Depending on product demand, one or two shifts may operate on the weekend. The facility currently employs 94 workers. Matthew Hill and I arrived at the facility on August 29, 2019 at approximately 10:45 AM and met with Mr. Warren Smathers, EHS manager. Mr. Smathers accompanied us during this inspection and provided the requested documentation. Source Observations: The facility currently operates 11 powder coating booths. Raw materials (powders or pellets)are made into a slurry which are then robotically sprayed on an object inside an enclosed container/spraybooth. Each booth is controlled with a cartridge filter. The facility also maintains (1) one 20% by volume HCl tank(approximately 100 gallons)that is controlled by a wet scrubber. This tank, as well as the three associated rinse tanks, are not part of the production process. They are used by the test laboratory to strip parts that have been coated by a programing error. Exemption Oualification: A permit applicability determination was conducted by this office on April 12, 2012, April 17, 2013, and December 7, 2017. All determination reviews indicated that a permit was not required by this facility. Facility records indicated that production has not increased since the most recent permit determination conducted by this office. Turbocoating Corporation August 29, 2019 Page No, 3 NSPS/NESHAP Review: The facility does not have any generators, fire pumps, boilers, or gasoline storage tanks,and is not subject to NESHAP Subpart 4Z,NESHAP Subpart 6J,or NESHAP 6C, respectively. This facility is not subject to 40 CFR 63 Subpart HIIHHHH, "NESHAP: Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources"because materials used do not contain any of the target HAPs. Also,this facility is not subject to 40 CFR 63 Subpart XXXXXX, "NESHAP: Area Source Standards for Nine Metal Fabrication and Finishing Source Categories" because materials used do not contain target HAPs and the NAICS code of 332812 is not one of the codes listed in the rule as an applicable code. Compliance determination: Based on my observations,this facility appeared to be in compliance with the air quality rules (2D .0521-visible emissions; 2D .0515-particulates from miscellaneous industrial processes; 2D .0535-excess emissions; 2D .0540-fugitive dust emissions; and 2D .1806-odors) at the time of the visit.
