Dear Mr. Sessoms:
On August 7, 2019, Jeff Bouchelle, of this office, conducted a compliance inspection of the Siler
City facility based on the subject Air Registration. During the site visit it was discovered that Bonlee
Mills had failed to maintain records on-site to establish facility-wide annual air pollutant emissions
remain below the twenty-five (25)tons per year threshold level. Failure to perform the required record
keeping is a violation of 15A NCAC 2D .0202 Record Keeping_ as referenced in Condition 2 of the Air
Emissions Sources Registration No. 1900065X00. Specifically,
2. Record Keeping: (15,4 NCAC 2D .0202) - The Registrant shall maintain records on
site to establish that facility-wide annual air pollutant emissions remain below the 25
ton per year threshold level listed above. Records (in written or electronic format)
shall be maintained for a minimum of two years and made available to DAQ
personnel upon request.
This is the second incident of failure to maintain records on-site to establish facility-wide annual
air pollutant emissions remain below the twenty-five(25)tons per year threshold level this office has
documented against the subject facility within the last two (2) years. Bonlee Mills was issued a Notice
of Deficiency dated October 31, 2018, for failure to maintain the above referenced records on-site. It is
imperative you take whatever steps necessary to ensure, in the future, accurate and complete records are
continuously maintained and retained on-site. Failure to do so subjects the facility to forfeiture of the
ability to retain the air quality"Registered" facility status, thus, forcing the facility back into a
"Permitted" air quality status.
This Notice of Violation is issued to Bonlee Mills for failure to comply with the above-referenced
air registration condition. Please submit a written response to this Notice of Violation by September

your air registration. Your response should also include the required facility emissions (on a 12-
month rolling sum basis) of particulate matter (PM10 and PM2.5) beginning with September
2018. This violation and/or any future violations are subject to the assessment of civil penalties as per
the authority of North Carolina General Statute 143-215.114.
Our office recommends that you or a company representative develop a means (either written or
electronic),which will be able to show a twelve (12)month rolling sums indicating compliance by
establishing facility-wide annual air pollutant emissions remaining below the twenty-five (25)tons per
year threshold level. Also, you are advised to review your air registration and become familiar with all
the conditions therein.
