1) Location: Harrison Construction Division of APAC-Atlantic Inc is located at 235 Marres
Top Road in Murphy,NC. Cherokee County.

Directions: Travel on Hwy. 64 about 12 miles west of Murphy. About 4 miles past
Ranger Elementary School,turn left off of Hwy. 64, across the median, across the east
bound lanes, and on to Marres Top Road. Marres Top Road is not well marked from the
west bound side of Hwy. 64. Go about 1/2 mile on Marres Top Road, facility is on the
left. Safety equipment required: Safety glasses, hard hat and safety shoes.
2) Description: Harrison Construction Division of APAC-Atlantic Inc is a quarry that produces
crushed stone, gravel, and sand for the construction industry. This facility is permitted under
Air Permit No. 08786R08.

3) Inspection:
On August 1, 2019, I traveled to the facility to conduct an annual compliance inspection.
The facility was not in operation at the time of my visit and the only employee present
was"Paul', the scale operator at the asphalt plant. Paul explained that the quarry had
not run this year, however a portable crusher had been operating at the site as recently as
two weeks ago. He said the equipment was in the process of being moved to another
facility, however a screen and belt were still present on site (see attachment). I asked for
him to provide a copy of the air permit and the equipment list, but he could not locate
either. I spoke with Don Mason on the phone and explained that neither document could
be located and he said he would prepare a binder with both for the facility. Later that day
he also emailed me the equipment list dated 2016. The list I received did not include any
of the portable equipment that had been operating at the site recently. This is the same
list I observed during my 2017 inspection.
4) Comments and Compliance Statement:
Due to the unavailability of a permit or updated equipment list, I recommend issuing a
Notice of Deficiency.
