Proposed Waiver for Emissions Testing of One Natural Gas Engine as Representative of
Emissions for Engines COMPO I-COMP04 and EGO

Dear Ms.Winston:
The North Carolina Division of Air Quality(DAQ)has reviewed the additional information submitted in
the letter dated July 1,2019 regarding emissions testing of five four-stroke lean-burn(4SLB)natural gas-
fired internal combustion engines COMPOI through COMP04 and EGO 1. The waiver is granted as
discussed below.
The primary purpose of the testing is to satisfy 40 CFR 60 Subpart JJJJ Standards of Performance for
Stationary Spark Ignition Internal Combustion Engines requirements for periodic testing once every three
years or every 8760 hours,whichever occurs first. The testing is being conducted to meet the three-year
testing requirement since the engines have not met the 8760-hour threshold. Piedmont Natural Gas
submitted historical emissions data for nitrogen oxides(NOx), carbon monoxide(CO), and volatile
organic compounds (VOC),historical loads,and historical run times for all engines.
Based on the data submitted,NC DAQ is granting the waiver for emissions testing of one engine as being
representative of the four engines COMPOI through COMP04 performance. The selected engine and
EGO 1 must be tested according to the conditionally approved protocol dated June 19,2019. This waiver
applies to this testing cycle only. However,NC DAQ is reviewing the procedures for processing these
types of waiver requests in the future to include conditional approval over multiple years. If NC DAQ
establishes procedures for multiple year approvals,we will notify you of those procedures. Until such
time,waivers for subsequent testing should be requested and will require selection of a different engine(s)
for each testing cycle to ensure that all engines are tested every three years.
