J INTRODUCTION On July 11,2019, Shannon Leonard,DAQ-WSRO Environmental Engineer,conducted an unannounced,targeted compliance inspection at the above referenced facility.The facility has a Synthetic Minor classification.The facility was previously inspected by Mr. Paul Williams,DAQ-WSRO Environmental Specialist,on February 27,2018.At that time,the facility was found to be in compliance since the facility had not been constructed.Maymead Materials,Inc.—Laurel Springs Plant is permitted as a hot mix asphalt plant,but it has not been constructed at the present time.A phone call was placed to Mr. Sean Mackey, Senior Project Manager,on July 15,2019,who confirmed that the company has no immediate plans to construct this facility. SAFETY Required safety equipment for this site once operations begin includes safety shoes,safety glasses, hearing protection, hardhat,and a safety vest. LATITUDE/LONGITUDE VERIFICATION The latitude and longitude coordinates of the facility were verified. APPLICABLE REGULATIONS Maymead Materials,Inc.—Laurel Springs Plant is subject to the following regulations:Title 15A North Carolina Administrative Code (NCAC), Subchapter 2D.0202,2D .0506,2D.0516,2D.0521,2D.0524(40 CFR 60, Subpart I),2D.0535,2D.0540,2D .0611,2D .1100,2D.1806,2Q.0304,2Q.0309,2Q .0315,2Q.0317(Avoidance)and 2Q.0711.This facility is not subject to RMP requirements of the 112(r)program since it does not use or store any of the regulated chemicals in quantities above the threshold levels in the rule.They are,however,subject to the General Duty Clause. DISCUSSION This facility is permitted for a single hot mix asphalt storage silo(ES-2),a No.2/recycled No.4 fuel oil-fired aggregate dryer(ES-1) and associated bagfilter(CD-1),and a truck loadout operation(ES-3). The facility is also permitted for several exempt sources including;a 10,000-gallon fuel oil storage tank(IES-1),3,000-gallon fuel oil storage tank(IES-2),20,000-gallon liquid asphalt cement storage tank(IES-3)and a No.2 fuel oil-fired asphalt storage tank heater(IES-4). This facility has not been constructed to date.The Laurel Springs site is a back-up location in the event the property lease for the Jefferson plant(located in Crumpler,NC)is not renewed and/or terminated. 2 NSPS/NESHAP/l12(r)APPLICABILITY The facility will be subject to 40 CFR Part 60, Subpart I once the facility is constructed. This facility is not subject to RMP requirements of the 112(r)program since it does not use or store any of the regulated chemicals in quantities above the threshold levels in the rule. Stack Testing There has not been any stack testing conducted at this facility. COMPLIANCE HISTORY The facility has not received any Notices of Violation or Deficiency in the last five years. CONCLUSION Based on a review of records and visual observations,Maymead Materials,Inc.—Laurel Springs Plant appeared to be operating in compliance with Air Quality rules and regulations at the time of this inspection.
