1. Directions: From Asheville take Highway 19-23 North toward Burnsville. Approximately 2
miles past the Mars Hill exit turn right onto Highway 19 to Burnsville. Depot Street is on the
right across the street from Glen Raven Facility and near the Subway Restaurant.
2. Facility Overview:
• Safety: Safety Equipment: Safety Shoes, Hard Hat and Hearing Protection
• Discussion: On June 24, 2019, at approximately 6:50AM I arrived at the facility to conduct an
announced compliance inspection. I met with Mr. Wayne Nash,Plant Manager, and Mr. Terryl
Ponder,Plant Operator. Weather conditions at the time inspection were as follows:
approximately 70 degrees F,overcast and calm wind. I observed the loading of the cement silo
(ES-1)& control system(CD-1)for approximately 30 minutes. No visible emissions were
observed from the bagfilter system. Additionally,no visible emissions were observed from the
storage piles or roads.
• I observed the concrete truck load-out(ES-4), cement weigh hopper(ES-3)and control system
(CD-3)not in operation. The truck load-out has water sprays located inside the truck load area.
When loading trucks,the water sprays are automatically activated and turns the water on. Note:
The smaller of the fly ash silos(on right nearest the office building) is no longer used.

Review of Maintenance Records:
A review of the maintenance/logbook labelled: "Weekly Dusty Maintenance"had the last
inspection of the baghouses for the fly-ash, cement and weigh scale occurring on 6/3/2019.
Compliance is indicated.
Permit Exempt: The Air Quality Permit was rescinded on July 28,2016.
Fugitive Dust: During the CAN, I did not see any fugitive dust from the road,yard or stock piles
leaving the property. Compliance is indicated.
2018 Production-Annual Throughput: The facility produced 13,783 cubic yards of concrete in
2018.
Odor: No odor concerns were observed. Compliance is indicated.
Visible Emissions (VE):No VE concerns were observed. Compliance is indicated.

During the inspection, no VE's were observed coming from the sources listed above.
Five Year Compliance History_ There have been no Notice of Violations issued to this facility or
substantiated complaints during the past five years.
Conclusion/Compliance Statement: This facility appears to be in compliance with applicable air
quality rules. This facility appears to be exempt from air permitting requirements per 2Q .0102
(d).
