Formaldehyde and Methanol Emissions Testing
Source Tested: Medium Density Fiberboard Process (MDF) Biofilter CD-18
Facility ID: 1900015; Current Air Permit No. 03449T50
Test Conducted November 8, 2018; Tracking No. 2018-249ST
Dear Mr. McMillan:
The results of the subject National Council of the Paper Industry for Air and Stream Improvement
(NCASI) Chilled Impinger Method for use at Wood Products Mills testing have been reviewed by the
Division of Air Quality's Stationary Source Compliance Branch. Upon review, the test procedures and
results are considered acceptable and demonstrate compliance with the applicable regulations.
The medium density fiberboard (MDF)process is comprised of refiner ES-01, energy system ES-02-A,
two stage dryer ES-02-B, natural gas fired dryer burners ES-02-C-I and ES-02-1), MDF board cooler
ES-0613, and MDF press and press hall ES-16. These sources all vent to the biofilter CD-18. 40 CFR
63 Subpart DDDD NESHAPS: Plywood and Composite TVood Products applies. The emissions test
results demonstrate compliance with the requirements of 63 Subpart DDDD.
Please see the attached memorandum dated January 9, 2019 for more details of the test review including
a contact number for the test reviewer. If you have any questions for the Raleigh Regional Office, please
feel free to contact Dawn Reddix, Environmental Engineer, or me at 919-791-4200.

Formaldehyde and Methanol Emissions Testing of Medium Density Fiberboard Process
(MDF)Biofilter CD-18
By Integrity Air Monitoring, Inc.November 8,2018
DAQ Tracking No. 2018-249ST
Integrity Air Monitoring,Inc.performed National Council of the Paper Industry for Air and Stream
Improvement(NCASI) Chilled Impinger Method for use at Wood Products Mills 98.01 on the biofilter
CD-18 to determine formaldehyde and methanol destruction and removal efficiency(DRE). Testing was
performed simultaneously at the inlet and outlet of CD-18. The emissions test results demonstrate
compliance with the applicable regulations.
The medium density fiberboard(MDF)process is comprised of refiner ES-01,energy system ES-02-A,
two stage dryer ES-02-B,natural gas-fired dryer burners ES-02-C-1 and ES-02-D,MDF board cooler
ES-06-B, and MDF press and press hall ES-16. These sources vent to the biofilter CD-18.
40 CFR 63 Subpart DDDD NESHAPS.Plywood and Composite Wood Products applies and Table 1B
provides six options for complying with the standard. Arauco Panels chose to comply using option 5 by
reducing formaldehyde emissions by 90%. A summary of the emissions test results is shown in the table
below.
Pollutant Inlet Rate Outlet Rate DRE Limit RemiIntinn Com liance
Formaldehyde 27.31b/hr 0.80 lb/hr 97.1% 90% 63 Subpart
Methanol 90.9lb/hr 64.51b/hr --- --- DDDD Yes
The refiner averaged 29.29 bone dry metric tons per hour(BDMT/hr) during testing. The average
throughput for the press during testing was 3 8.3 5 cubic meters per hour(mYhr)and the biofilter average
temperature was 140.9"F. The emissions test results demonstrate compliance with the requirements of 63
Subpart DDDD. If there are any questions regarding this review, please contact me at(919)707-8427 or
