There was one report that was submitted for the Tier 2 Non-Methane Organic Compounds (NMOC) testing, to determine a site specific NMOC concentration for the Municipal Solid Waste Landfill (ID No. ES-1), which was conducted on 27-28 December 2019. On 21 May 2019, this Division determined that the subject testing performed at your facility was an acceptable source test. The review determined that compliance with the applicable emission standard is indicated for this source. A copy of the determination memorandum, issued by Mr. Brent Hall, of the N.C. Division of Air Quality, Stationary Source Compliance Branch, is attached. Should you have any questions regarding this matter, please contact Mr. Mitchell Revels, Environmental Chemist, at (910) 433-3300, in the Fayetteville Regional Office. Sincerely, Heather S. The emissions test results demonstrate compliance with the applicable regulations. ES-1 is a municipal solid waste landfill with associated gas collection and control system(GCCS-1) including one candle stick type flare(CD-1). 40 CFR 60 Subpart XXX Standards of Performance far Municipal Solid Waste Landfills That Commenced Construction, Reconstruction, or Modification After July 17, 2014 applies and limits total NMOC emissions to 34 megagrams per year(Mg(yr). The total landfill surface area that has held waste at least 2 years is approximately 55.4 acres (22.4 hectares). The landfill currently operates a voluntary installed Gas Collection&Control System (GCCS).The GCCS collects landfill gas(LFG)to a common header and measures this gas flow for approximately 51 acres(20.6 hectares). The remaining 4.4 acres(1.7 hectares)of landfill area is not controlled by the GCCS. Four equal volume composite samples were collected from the uncontrolled area and analyzed for NMOC as hexane. The landfill's average NMOC concentration as hexane was reported as a weighted average based on the total acreage under GCCS control. The average weighted NMOC concentration as hexane for the controlled waste was 508 parts per million volume dry(ppmvd) and 367 ppmvd as hexane for the uncontrolled waste. The estimated 5-year NMOC emission rates are I shown in the table below. j F Controlled LandGEM Ye NMOC Extraction NMOC Emissions 1 NMOC Emissions Total Emissions Rate(scfin) (Mgfyr}r Mg/yrf Mgi ) 2018 1 _ 426 _11.59 6.37 17.96 0 (— 700 19.04 7.22 26.26 2020-----7 700 I 19.04 _ 814 27.18 2021 700 19.04 9.02 28.06 2022 700 19.04 9.85 28.89 LFG=Landfill Gas;scfm=standard cubic feet per minute
