The emissions test results demonstrate compliance with the applicable regulations. ES-1 is a municipal solid waste landfill with associated gas collection and control system(GCCS-1) including one candle stick type flare(CD-1). 40 CFR 60 Subpart XXX Standards of Performance for Municipal Solid Waste Landfills That Commenced Construction, Reconstruction, or Modification After July 17, 2014 applies and limits total NMOC emissions to 34 megagrams per year(Mg/yr). The total landfill surface area that has held waste at least 2 years is approximately 55.4 acres (22.4 hectares). The landfill currently operates a voluntary installed Gas Collection&Control System (GCCS).The GCCS collects landfill gas(LFG)to a common header and measures this gas flow for approximately 51 acres(20.6 hectares). The remaining 4.4 acres(1.7 hectares)of landfill area is not controlled by the GCCS. Four equal volume composite samples were collected from the uncontrolled area and analyzed for NMOC as hexane. The landfill's average NMOC concentration as hexane was reported as a weighted average based on the total acreage under GCCS control. The average weighted NMOC concentration as hexane for the controlled waste was 508 parts per million volume dry(ppmvd) and 367 ppmvd as hexane for the uncontrolled waste. The estimated 5-year NMOC emission rates are shown in the table below. Therefore, a conservative estimate of 700 scfm(64%increase)was used in future calculations. The emissions test results demonstrate the landfill will remain below the limit of 34 Mg/yr for the next five years. Provided the NMOC emission rates remain below 34 Mg/yr through 2022,a subsequent Tier 2 test update will be performed in 2023.
