Process Description APAC-Atlantic,Inc. operates a batch-mix asphalt plant which is permitted to produce 485,000 tons of asphalt per twelve-month period. APAC receives crushed stone from off-site. Partial Compliance Evaluation Narrative On May 19,2020, I contacted Mr. Don Mason,Environmental Complaisance/Quality Control,to conduct a Partial Complaisance Evaluation of the APAC Atlantic Inc. in Burnsville facility. No site visit was made due to the Covid-19 stay-in-place order. Mr.Mason told me that the company has no intention of running the Burnsville plant in the next several years. The last inspection was conducted by me,Angela Hopper, on February 5, 2019. The company wants to keep their air permit. It was renewed in Fall 2017 and will expire September 30, 2025. Reporting Requirement Air Quality Permit 00161R14 limits the production of asphalt to 485,000 tons per twelve consecutive months. The 2019 annual report was received on January 10, 2020 and reported production as zero(0) tons. This facility has not been operated in over 10 years. Stack Test Review A Method 5, 9 and 202 stack test will be due to DAQ within 90 days of resuming operations. Five-Year Compliance History There have been no compliance issues documented at this facility in the past five years. Conclusion APAC-Atlantic,Inc., at Burnsville appears to be in compliance by shutdown.
