I. DIRECTIONS TO SITE: From FRO,take Hwy 401 South to Wagram. Turn right onto Old Wire Road
(Hwy 144)and go— 11 '/z miles to Laurel Hill. Turn right onto US 74 West and continue for—25 miles
until you enter Anson County,just after crossing the Pee Dee River. Go—5 more miles to Hailey's Ferry
Road(crossroads SR 1801),where there is a large antique cart in a yard on the right and a sign for Welika
Fish Camp on the left. Turn left, go almost .2 mile, and then just before the railroad tracks,take a left onto
facility's dirt drive. Main office is on the right.
IL SAFETY: Standard DAQ safety equipment, including vest. Watch for forklifts and truck traffic
throughout the whole facility during inspection. Stairs and ladders are slippery because of cement dust
III. FACILITY DESCRIPTION: Adams is a mineral mixing and packaging facility that primarily
manufactures bagged concrete. It also produces play sand, all-purpose sand, and mortar. The processing
plant is on contiguous property with the W. R. Bonsal mine.Raw materials are delivered on site,
processed and dried through the sand and gravel dryer and stored in designated silos. They are then
blended and packaged/bagged according to the specified concrete mix and customer. The company has 20
employees (including drivers)and operates 6AM—2:30PM Mon-Fri, 40 hrs/wk, 52 wks/yr.
IV. INSPECTION SUMMARY:
On Thursday,April23,2020,I,Jeff Nelson, of the DAQ Fayetteville Regional Office, spoke with Kevin Tucker,
Plant Manager at Adams an Old Castle Company.The purpose of this call was to perform a partial compliance
inspection during the COVID-19 outbreak.No physical inspection of the facility was performed.Items discussed
during this call were the following:
a. Is the facility operating?
Yes,the facility is operating with normal hours,both shifts are off early to promote social
distancing.
b. Is the facility continuing to operate all relevant control devices?
Yes, all control devices are being operated when the sources are operated.
C. Are all the required monitoring, inspection, and recordkeeping activities being conducted
as required in the air permit?
Yes, all these activities are being conducted as required.
d. Are all periodic reports being submitted per the permit requirements?
Yes,all reports have been submitted as required. It is expected that all reports will be
submitted as per the permit requirements.
e. Is the permit nearing expiration?
No. The permit expires on February 28, 2025. The company plans to submit a permit
renewal application on time.
f. Is the Air Quality Emission Inventory due soon?
No the Emission Inventory is not due until the next permit renewal,which will be during
2025.
g. Is there any upcoming testing required?
There is no upcoming testing.
h. Are there any operating issues at this time, or do they foresee any operating issues that
will affect their ability to meet the air quality requirements?
Production has been the same; however, they have allowed their night shift and day shift to
leave an hour early to help promote social distancing.
i. Do they require any assistance from DAQ at this time?
No assistance is required at this time.
V. NON-COMPLIANCE HISTORY SINCE 2010:
January 18, 2012 -NOD Failure to renew Air Permit
April 21,2017—NRE for excessive visible emissions.
VI. RISK MANAGEMENT (112r): This facility does not store any 112(r) subject materials above threshold
limits. Therefore, it is not required to maintain a written Risk Management Plan (RMP).
VH. CONCLUSION AND RECOMMENDATIONS:
This inspection was completed over the phone during the COVID-19 outbreak.The facility appears to be
in compliance with applicable air quality rules at the time of the call.I recommend that we visit the
facility later this fiscal year after the COVID-19 restrictions are lifted to conduct a full compliance
inspection
