Safety Equipment: Safety glasses and steel toe shoes are.recommended for an inspection at this facility when conducting a site visit. A site visit was not made during this inspection. Safety Issues: A site visit was not made during this inspection. Lat/Lonr Coordinates: A review of the "Facilities Regulated by Air Quality" on the DAQ website indicates the facility's location is accurate and matches the facility's latitude and longitude coordinates listed.in IBEAM. No changes to the latitude and longitude coordinates are needed in IBEAM. Email Contacts:The facility email contacts were checked, and no updates were needed. 1. The purpose of this phone call was to conduct a partial air quality inspection without visiting the site due to the ongoing corona virus pandemic. This facility saws and planes dimension lumber from green(> 19%moisture) or air dried,(< 19%moisture),raw wood stock(rough'lumber). The facility is currently operating the planer five hours per day, Monday through Thursday! This operation employs 5 people.Mr.Ralph Sipe,Planer Manager, talked with me and provided records by email during this inspection. 2. Facility Contact Information: During the inspection, I verified and updated the facility contact information in IBEAM. No changes were needed. 3. Compliance history file review: No problems have been noted in the last five years by DAQ,prior to this inspection. The current compliance status is discussed in the following sections. Sipe Lumber Company, Inc. June 19,2020 Page-3 — Summary of Conversation with Facility Contact I talked with Mr. Ralph Sipe, Planer Operator, by phone on June 19, 2020 who said that his facility was presently operating on the same schedule, as noted above, and do not expect to miss any maintenance that would have an effect on air quality, due to the corona virus pandemic. The facility has to conduct an annual internal inspection, for each 12 month period following the initial inspection, on their cyclone. Mr. Sipe provided me documentation by email showing that the last two internal inspections of the cyclone were performed on April 3, 2019 and May 5, 2020. Because these last two internal inspection dates are more than 12 months apart, this office will issue the facility an NOV for failure to conduct an internal inspection of their cyclone within a 12-month period of the last inspection. Mr. Sipe stated during the phone interview that his facility has not had any excess emissions. The facility was issued an air permit on May 26,2015 due to expire on April 30,2023. I let the facility know that they could send reports or other official submissions correspondence to us electronically at this time by either emailing me directly or by using the email account Daq reports- applicationsAncdenr.gov. I also let them know that if they send us an electronic application that they would still need to follow up with a hard copy on a later date. The facility appears to be in compliance with their recording and recordkeeping requirements based on this partial compliance evaluation. Conclusion: The facility is in violation of not conducting an internal inspection of its cyclone within a 12-month period of the last inspection conducted on April 3,2019.
