Summary of Conversation with Facility Contact
I talked with Mr. Ralph Sipe, Planer Operator, by phone on June 19, 2020 who said that his facility was
presently operating on the same schedule, as noted above, and do not expect to miss any maintenance that
would have an effect on air quality, due to the corona virus pandemic. The facility has to conduct an annual
internal inspection, for each 12 month period following the initial inspection, on their cyclone. Mr. Sipe
provided me documentation by email showing that the last two internal inspections of the cyclone were
performed on April 3, 2019 and May 5, 2020. Because these last two internal inspection dates are more
than 12 months apart, this office will issue the facility an NOV for failure to conduct an internal inspection
of their cyclone within a 12-month period of the last inspection.
Mr. Sipe stated during the phone interview that his facility has not had any excess emissions. The facility
was issued an air permit on May 26,2015 due to expire on April 30,2023.
I let the facility know that they could send reports or other official submissions correspondence to us
electronically at this time by either emailing me directly or by using the email account Daq reports-
applicationsAncdenr.gov. I also let them know that if they send us an electronic application that they
would still need to follow up with a hard copy on a later date. The facility appears to be in compliance
with their recording and recordkeeping requirements based on this partial compliance evaluation.
Conclusion:
The facility is in violation of not conducting an internal inspection of its cyclone within a 12-month
period of the last inspection conducted on April 3,2019.
