Take exit 130 (Old Hwy. 70)and turn right. Travel approximately 3 miles and turn left onto Deborah Herman Road. The facility is located on the left at 1610 Deborah Herman Road. The sign by the road reads,"Haworth Health Environments Safety Equipment: Safety glasses, ear protection and safety shoes are recommended.No site inspection was made during this partial inspection. Safety Issues• During the previous full compliance evaluation on April 17,2018,no safety issues were noted. Lat/Lone Coordinates: A review of the"Facilities Regulated by Air Quality"on the DAQ web site indicated the facility's location is accurate and matches the facility's latitude and longitude coordinates listed in IBEAM.No changes to the latitude and longitude coordinates of this facility are needed in IBEAM. Email Contacts: The facility contacts were verified with Mr.Andrew Dilley, Manufacturing Engineer I. No changes were needed. Summary This partial compliance evaluation was conducted via TEAMS on May 20,2020 between Mr.Andrew Dilley and myself. This partial compliance evaluation was conducted without visiting the site because of the travel ban imposed by the Governor due to the ongoing corona virus pandemic. Haworth,Inc. dba Legacy Furniture Group, Inc. May 20,2020 Page-3 — 1. Is the facility operating? Mr. Dilley stated that the plant is still operating at full capacity. This facility manufactures institutional upholstered furniture for the medical industry and as such, it was deemed essential and did not close during the pandemic. The facility also converted one of the production lines to make cloth face coverings and masks for front line workers. During the onsite inspection on April 17, 2018, the facility was operating forty hours per week with 43 employees.As of the date of this PCE(May 20, 2020),this was still the case.Mr. Dilley did state that if an onsite inspection was requested, the inspector would need to go through a health screening at the front desk and to wear and provide their own PPE. 2. Is the facility continuing to operate all control devices as identified in the air permit? The facility does not have any control devices.The four emissions sources (ES-1, ES-2, ES-3, ES-4),which are the four(4) dry-filter type paint spray booths, are operating. The facility uses Akzo Nobel products (Stain, sealer, and topcoat.)All filters are being kept in operating order and are being well maintained as stated by Mr. Dilley. Mr. Dilley stated that the filters are cleaned or replaced every two weeks on average.The facility sprays approximately 125-140 gallons of finishing material per month. I reminded Mr. Dilley that if the facility continues to operate,then they must continue to maintain the spray booths in a manner that minimizes overspray and emissions to the outdoors. Mr. Dilley did not offer any issue the facility might have with keeping the spray booths in operable condition during the pandemic. 3. Are all the required monitoring, inspections, maintenance, and recordkeeping activities being conducted as required in the air permit? The facility does not have any monitoring, inspection,maintenance, or recordkeeping required by their air permit. 4. Are periodic reports being submitted according to the air permit requirements? This facility does not have any reports that are required to be submitted to the Mooresville Regional Office. 5. When is the Permit Expiring? The Air Permit will be expiring on August 31,2022. I reminded Mr. Dilley that the permit renewal application must be submitted at least 90 days prior to the permit expiring. The permit renewal application must also include an emission inventory for calendar year 2021. 1 instructed Mr. Dilley to contact DAQ-MRO if he has any questions or concerns regarding the permit renewal. 6. Are there any operating issues at this time or do thev foresee any operating issues that will affect their ability to meet the air quality requirements? Mr. Dilley did not have any concerns wit Haworth, Inc. being able to meet the requirements of the Air Quality permit. 8. Does the facility have any concerns meeting the requirements of 112 r The facility is not subject to 112(r). 9. Conclusion It appears the facility is operating in compliance with their current air permit and is not currently impacted by the COVID-19 virus.
