From FRO take Green Street to Gillespie and merge onto 195 BUS/301 S. Merge onto 301 S.,then take
a right onto NC 71. Continue to follow signs for NC 71. Merge onto HWY 74 W.and continue for 49
miles to Wadesboro.In Wadesboro,take Hwy 742 south for 3.5 miles to City Pond Road and turn right.
Hildreth Ready Mix is approximately 2 miles on the right. If no one is at the plant,take Hildreth Road,
which is just past plant, up to the office on the right.
H. SAFETY
Standard FRO safety gear is required including steel toed shoes,safety glasses,hearing protection,and
a safety vest. The inspector should be mindful of vehicular and heavy equipment traffic.
III. FACILITY/PROCESS DESCRIPTION
Hildreth Ready Mix,LLC is a small truck mix, concrete batch plant. Cement is stored in silos and
mixed with aggregate and sand(both stockpiled on site),all of which is mixed with water inside a
cement truck.The loadout and silos are controlled by a central dust collector. A second bagfilter,which
was previously used as a dedicated control for one of the silos is still in place,but is no longer operating.
To produce the septic tanks,cement is poured into 1,000-gallon, 1,200-gallon,or 1,500-gallon molds
and allowed to cure for 28-30 days.The molds are removed and septic tanks are delivered and installed
on site. Although septic tanks are still produced on site,most of Mr. Hildreth's business now is
delivering concrete from his batch plant,which is operated on an"as needed"basis.
IV. INSPECTION SUMMARY:
On 22 May 2020,I,Mike Turner,of the Fayetteville Regional Office DAQ,and Denise Bruce, also of
FRO DAQ, conducted a partial compliance evaluation for Hildreth Ready Mix,LLC.I spoke with Mr.
Karl Hildreth, owner of this facility. The purpose of this call was to perform a partial compliance
inspection of this facility during the COVID-19 outbreak.No physical inspection of the plant was
performed.
a. Is the facility operating? If so,are they operating as normal,or have they curtailed some operations
or operating at lower capacity?
The facility is operating as normal.
b. If operating,are they continuing to operate any required control devices?
This facility is continuing to operate all required control devices.
c. Are they conducting all the required monitoring,inspections,and recordkeeping for the processes?
This facility is conducting all required maintenance, inspections, and recordkeeping.
d. If they have reports due,do they anticipate them being delayed?
This facility is not required to send in any reports.
e. If the permit renewal is due this year,do they anticipate the renewal application being delayed?
This facility does not have a permit up for renewal this year.The date of this facility's next
permit renewal is March 31, 2026.
f. If they have an Air Quality Emission Inventory due June 30`", do they anticipate it being delayed?

g. Do they have any upcoming testing? If so,do they intend to conduct that testing,or do they intend
to delay the test until after the COVID-19 crisis?
This facility does not have any upcoming testing.

This facility has no operating issues at this time and does not foresee any operating issues.

VI. CONCLUSION AND RECOMMENDATIONS:
Hildreth Ready Mix,LLC appeared to be operating IN COMPLIANCE with their air quality permit
during the partial inspection on 22 March 2020.I recommend that DAQ complete a physical inspection
of this facility as part of a full compliance inspection after the COVID-19 crisis has passed.
