Hammond, Stationary Source Compliance Branch Subject: Blythe Brothers Asphalt Plant, LLC Concord, Cabarrus County, North Carolina Facility ID 1300101, Permit No. 07449R11 Total Particulate Matter and Visible Emissions Testing of Asphalt Plant ES-1 Performed June 20, 2019 by Integrity Air Monitoring, Inc. DAQ Tracking No. 2019-158st The Stationary Source Compliance Branch has reviewed the subject emissions testing. The results are acceptable and demonstrate that ES-1 was operating in compliance with the applicable particulate matter (PM) and visible emissions (VE) limits during the testing period. ES-1 is a counter-flow drum mix type, natural gas/No. 2 fuel oil/recycled No. 2 fuel oil/recycled No. 4 fuel oil-fired hot mix asphalt plant controlled by cyclone CD-1 installed in series with bagfilter CD-2. The maximum permitted capacity is 350 tons per hour (tph). 40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Facilities, 15A NCAC 2D .0506 Particulates From Hot Mix Asphalt Plants and 15A NCAC 2D .0521 Control of Visible Emissions apply to ES-1. 60 Subpart I limits filterable PM to 90 milligrams per dry standard cubic meter (mg/dscm) and limits VE to 20% opacity. 2D .0506 limits total PM based on actual production rate. The test results and emissions limits are tabulated below. The tested production rate is acceptable. For production rates >_300 tons/hr the total PM limit is 60.0 lb/hr. The test results demonstrate compliance with the applicable standards.
