From Hwy 221,follow Hwy. 194 into Newland. Turn right at the light onto Hwy. 181. Follow
Hwy. 181 one mile and turn left onto Watauga Street(in the curve). Go about one mile;facility is
on the right.
2. Facility Overview:
• Safe -Required Safety Equipment:None. There are no safety issues/concerns currently for
this facility.
• Discussion: On February 19,2020,I went to the facility to conduct a compliance assurance
visit(CAV). I arrived and met with Mr.Joseph(Joe)Banner, Jr.,Plant Manager. Mr.
Banner gave a tour of the facility and access to records. The facility's current hours of
operation are Monday to Thursday, 10 hours per day, and Friday for 8 hours,48 hours per
week, and have—35 employees.
• Registration No. 0600049X00: On June 29,2016,the facility submitted a registration
application. The registration became effective on October 21,2016.
• 2019 Annual Throughputs(Estimates):
i. Paint/Coatings: 963 gallons
ii. Furnace(used for comfort heat only): 1221 gallons No. 2 fuel oil.
iii. Propane: 1891 gallons.
• Facility Contacts: correct as listed.
• Facility Description: The Company manufactures custom high-quality cabinets and does not
employ an assembly line as in a typical furniture factory.
3. Emission Source and Regulatory Review:
Source Listing: CAV will divide facility into two parts:
• Paint booths.
• Woodworking permitted items.
i. Paint/finish Booths Permitted Items-observed as follows:
Paint/finish spray booths:
The paint/finish booths are divided into 2 types of booths: filter-type controlled and positive
pressure paint spray booths. All of the booths utilize a different type of paint/finish at any given
time. Often only one type of paint/fmish will be used for a given job and not used again. The
facility has a computerized paint system. This system saves on paint cost, since the facility can
purchase smaller quantities of paint for specific projects and no longer have to purchase 55-gallon
drums of paint. The facility has labeled all spray booths with their permit ID numbers. During
the CAV, all observed filters were in good condition. I did not observe any VE's from the
outside stacks.

This system consists of a bagfilter in series with a cyclone. The system typically vents back
inside the building but does have the capability to vent outside. This wood dust collection system
appears to be well maintained.
i. The wood working operation equipment was observed in operation. I observed
the bagfilter and cyclone in operation with no VE's. The cyclone is closed
looped. The bagfilter rarely exhaust outside but does have the capability to do
so. During the CAV,I observed the control system venting inside the building.
• Record Keeping: The facility maintains a bagfilter and cyclone Inspection&
Maintenance(I&M)logbook. During this CAV,the logbook was reviewed,
and the documentation was found to be adequate and up to date.
o I&M activities documented for 2019:
• 12/2/2019—inspection and maintenance.
• 11/19/2019—inspection and maintenance.
• Control of Visible Emissions
During this CAV, no visible emissions concerns were observed. Compliance is indicated.
• Particulates from Fugitive Dust Emission Sources-During this CAV, no fugitive dust emissions
concerns were observed. Compliance is indicated.
• Odor: During this CAV,no odor concerns were observed. Compliance is indicated.
• Other Sources:
One electrically heated lumber kiln: I observed the kiln not in operation. In the past due to
heating cost, this kiln was only used during the warmer(hot)months of the year(mainly
summer). This kiln was last operated approximately 8 years ago.
4. Five Year Compliance History: No NOV's have been issued to this facility in the last 5 years.
