Caldwell County. Directions: From Morganton,take Highway 18 to Lenoir. At the intersection of business 18,turn right onto S. W. Boulevard bypass. Follow bypass to Highway 321A and turn right. Facility is located on the right,just before the Singer Complex. 2) Facility Overview: This facility dry kiln's dimensional lumber for use by furniture industry. Safety: Steel-toed shoes Current throughputs: 2020 Hours: 40 hrs./wk., 52 wks./yr. Employees: 3 Pre-inspection Conference: On February 11, 2020, I, Richard Morris met with Chuck Caldwell, foreman. Based on my conversation with him, we discussed the following: a) Verified the contacts based on FACFINDER printout. George Robinson has sold the property and business to Quality Hardwoods, LLC. Scott Green is the new authorized/facility/technical contact. Chris Harmon appears to be the manager in charge of this facility. He was not present at the facility at the time of my inspection, but I did talk to him by phone. b) Permit required stack test was performed on October 16, 2018. Results demonstrated compliance with particulate limits. Process Description: Dimensional lumber is brought to the site by truck, then stacked,kiln dried and planned. The facility uses sawdust and planer shavings to fire a wood waste boiler. Steam produced the by the boiler heats the drying kilns. Inspection: a) Boiler,ES-2: The boiler was operating normally. It is an Industrial Boiler built in 1987. The boiler was re-tubed in 2017. It was operating at 60 psi and normally runs at 50-60 psi. Stack temperature was 406 degrees F. All three kilns were operating. The biennial tune-up was performed on 12/05/2019 by Beckner Boiler and Supply Co. Next one due by 01/05/2022 (25 months). b) Multi-cyclone, CD-2: Operating at 5%VE. Last inspection performed on 12/03/2019 as recorded in logbook. c) Wood waste collection system,ES-3, CD-3: This system was operating at 10% VE. All ductwork appeared to be new and in good condition. In compliance. Last stack test demonstrated compliance. A.4 2D.0512—Particulates from wood products finishing plants. In compliance. All woodworking activities were adequately controlled. A.5 2D.0516— Sulfur Dioxide Control: In compliance. Compliance with 2D .0516 is indicated based on the AP-42 emission factor for wood combustion. A.6 2D.0521 —Visible Emissions. In compliance. I did not observe any excessive visible emissions during my inspection. A.8 2D.0540—Fugitive Dust Control. In compliance. I did not observe any excessive fugitive dust emissions. A.9 Testing Requirement. - Under the provisions of North Carolina General Statute 143-215.108 and in accordance with 15A NCAC 2D .0605,the Permittee shall demonstrate compliance with the emission limit(s)by testing the emission source(s) for the specified pollutant(s) as follows: C Two copies of the test results must be submitted to the Regional Supervisor, DAQ, in accordance with the approved procedures of the Environmental Management Commission by December 31, 2018. Test was conducted on October 16, 2018 and results were submitted to ARO on November 26, 2018 A.10 2D.0611 —Cyclone Requirements. In compliance. The cyclone appeared to be in good condition with no obvious defects that would cause emissions. The facility keeps a logbook for this device and had several recent entries for service. Logbook inspection and maintenance dated 12/03/2019. A.11 2D.0611 —Multi-Cyclone Requirements. In compliance. The cyclone appeared in good working order with no apparent leaks. Annual inspection was documented on 12/03/2019 A.12 GENERALLY AVAILABLE CONTROL TECHNOLOGY - For the wood-fired boiler(ID No. ES-2), the Permittee shall comply with all applicable provisions, including the notification,testing, and monitoring requirements contained in Environmental Management Commission Standard 15A NCAC 2D .1111, as promulgated in 40 CFR 63, Subpart JJJJJJ i. Boiler Tune-up (40 CFR 63.11223) - The Permittee shall comply with the following with respect to the tune-up: Periodic tune-ups: A biennial tune-up is required and shall be conducted no more than 25 months after the previous tune-up. The following units are only required to conduct a tune-up every five year: seasonal boilers (shutdown for 7 consecutive months or 210 consecutive days each 12- month period due to seasonal conditions; only biomass or oil), limited-use boilers, and units with oxygen trim systems, as defined in 40 CFR 63.11237. Each five-year tune-up must be conducted within 61 months of the previous tune-up. In compliance. Biennial tune-up required. Last tune-up performed on 12/13/2017. Current tune-up was performed on 12/05/2019. Next tune-up due on or before 01/05/2022 (25 Months). B A copy the Energy Assessment required by 40 CFR 63.11214(c). In compliance. Energy assessment completed on February 12, 2014. A.13 2D.1806—Control and Prohibition of Odorous Emissions. Incompliance. I did not detect any odors before entering onto the facility property. Reporting requirements: There are no reporting requirements in the current air permit. 4) Compliance History Review: Previous owner, Robinson Lumber was issued a NOV for improper operation and maintenance on November 1, 2013. 4) Stack Test Review: Last stack test was performed on October 16, 2018. Boiler was found operating in compliance at that time. This boiler is a wood-fired boiler rated at 13.9 million Btu per hour maximum heat input rate and has an emission limit is 0.46 lb/mmBtu. Boiler(ES-2) tested at 0.43 lb/mmbtu. 6) 112R Status: Based on the facility's inventory, it was decided that they are not subject to 112R reporting requirements 7) Comments and Compliance Statement: Based on review of records and visual observations,this facility appeared to be operating in compliance with the Air Quality standards and regulations at the time of this inspection. /rem
