Dear Mr. Hanks:
On 28 February 2020,the Division of Air Quality Fayetteville Regional Office (DAQ
FRO)received an emailed notification letter from Mr. Matt Haynes, District Environmental
Manager, concerning an event that occurred with the Venturi Scrubber, ID No. C-1, at the Valley
Proteins, Inc. -Wadesboro Division in Wadesboro, Anson County,NC. The letter documented
that during a routine inspection on 27 February 2020, it was discovered that the fan on C-1 had
failed. In the letter, it was also stated that non-condensable odors were being treated in the
crossflow scrubber, ID No. C-8, until the fan on C-1 could be replaced, and that you were not
aware of any excess emissions during this event.
Mr. Jeffrey Cole, DAQ FRO, and Mr. James Hodges, Environmental Manager
Wadesboro Division,have corresponded via phone and email regarding additional details
surrounding the event. Additionally, on 5 March 2020, we received an email with additional
information on the crossflow scrubber, C-8. In order for DAQ FRO to completely evaluate the
event and subsequent actions taken by the facility we need to clarify information and obtain
additional information. Please provide the following information by 16 March 2020:
1) the last date and time when C-1, venturi scrubber, was documented as controlling the
air stream(s) as permitted (i.e. with the fan operational);
2) date and time when the air stream(s) were re-directed to crossflow scrubber, C-8;

3) documentation of estimated emissions to the atmosphere for all pollutants of concern
during the entire time period while C-1 was not operational (starting from the last
date/tine it was documented as operating as permitted); and
4) documentation supporting your position that no excess emissions occurred, for all
applicable rules, during the entire time period while C-1 was not operational (starting
from the last date/time it was documented as operating as permitted.)
