Safety Equipment: Safety glasses and steel toe shoes are required for an inspection at this facility. Safety Concerns: None. Facility LAT/Long: A review of the facility's coordinates on "Facilities Regulated by Air Quality" indicates the facility's latitude and longitude coordinates are accurate. Email Contacts: The email addresses for the Facility, Authorized, and Technical contacts were verified and no changes are necessary. Compliance Assurance Visit: 1. The purpose of this site visit was to conduct a compliance assurance visit. This facility manufactures stairs, handrails, and other structural steel and aluminum parts for industrial construction. The facility is currently operating nine hours per day Monday through Thursday and 4 hours on Friday. Mr. John Tucker,VP of Operations,accompanied me during this inspection. 2. Facility Contact Information: During the inspection, I verified the facility contact information in IBEAM. No changes are needed. 3. Compliance history:, No problems have been noted in the last five years by DAQ prior to this visit. The current compliance status is discussed in the following sections. Source Observations: The facility has a spray room equipped with five exhaust fans with dry filter type controls installed on a metal finishing operation. The spray room was in use during this compliance assurance visit. All filters were in place and in good condition. No visible emissions were observed. All finishes are applied using an airless spray system. The facility has not had any fugitive dust complaints, and Mr. Tucker stated that there had not been any excess emissions. 5. Exemption Qualification: This office received a request from Commercial Fabricators, Inc. on June 30, 2016 requesting recession of permit No. 0618R08. The emissions from this facility are limited to VOCs, HAPs, and TAPs from the paint sprayed onto metal parts. The facility provided total aggregate emission data for 2013 (2.08 tons), 2014 (2.31 tons), and 2015 (1.75 tons). During the compliance assurance visit, the facility provided me with total aggregate emission data for 2018 (3.34 tons) and 2019 (4.37 tons). Total emissions continue to be less than 5 tons per year. 6. Compliance Determination: Based on my observations,this facility appears to be in compliance with air quality rules 15A NCAC 2D .0515 —Particulates from Miscellaneous Industrial Processes, 15A NCAC 2D .0521 — Control of Visible Emissions, 15A NCAC 2D .0535 - Excess Emissions Reporting, and Malfunction and 15A NCAC 2D .0540—Particulates from Fugitive Dust Emission Sources. Since this facility is in Catawba County, 15A NCAC 2D .0958 —Work Practices for Sources of Volatile Organic Compounds no longer applies. The compliance assurance visit checklist is listed on page 4.
