The letter is being submitted to notify the North Carolina Department of Environmental Quality
that Part II. C of Special Order by Consent (SOC 2019-001) has been satisfied. Arauco North
America, Inc. signed a contract with CECO Environmental Company December 20, 2016 for the
construction of the biofilter, an air pollution control device used to satisfy BACT and MACT
regulations. Arauco will continue to work with CECO under this contract to optimize the biofilter
so all permit requirements are met. On May 13, 2019, CECO started the remediation of the
biofilter so it will be in compliance with all requirements outlined in Title V air permit 03449T51.
On December 04, 2019, all remediation work was completed as provided in the contract with
CECO.
