This company is new. Hunter and Charlie Munday bought out former owner, Jeff Keller last February, 2019. Last compliance inspection was performed by Richard Morris on January 10, 2019. Safety: ear/eye protection and steel toed shoes Current throughputs: 2019 Employees: 6 Hours: 32 hrs/wk, 50wks/yr Pre-inspection Conference: On November 19, 2019, I, Richard Morris with NCDAQ met with Hunter and Charlie Munday, co-owners. Based on my conversation with them we discussed the following: a) FACFINDER has been updated to reflect Hunter Munday as the authorized and technical contacts and Charlie Munday as the facility contact for new facility Carolina Leg Co. b) I discussed that Mr. Keller previously had a NC air permit until 2017. In 2017 the facility was exempted from permitting but still subject to regulations of the woodworking industry. I explained which rules apply such as 213.521 for visible emissions and 2D.540 for fugitive dust. I also recommended they begin and maintain a cyclone logbook for their dust collection system. c) We discussed their exempt status and future inspections. I requested they begin documenting how much dust is collected each year so that an estimation of emissions can be made. DAQ will come by each year and visit to see if the facility may need a permit, or if any new sources have been added that might affect their compliance status. Process Description: This facility produces component parts for the furniture industry using saws, lathes, sanders, molders and other woodworking equipment. The woodworking equipment is controlled by two cyclones in parallel and collects dust to a collection house. Inspection: L a) I inspected the woodworking process and found that each piece of equipment was controlled by the dust collection system. Pipes and ductwork appeared to be in good condition with no apparent leaks or holes. b) I did not observe visible emission coming from the cyclone stacks while they were operating. The dust storage bin is emptied at least once per week. I noted some dust collecting on pipes above the storage bin and recommended the air vents in the bin be covered with something that controls the dust emitting from them. c) Insignificant boiler, I-B-1, has been removed. 3) Emission Source and Regulatory Review: Sources are: Emission Emission Source Control Control System Source ID Description System ID Description ES 1 one woodworking operation and dust CD-1 one simple cyclone(48 inches in diameter) collection system CD-2 l and one simple cyclone(72 inches in diameter), j installed in parallel Insignificant Sources: Source(Removed) Exemption Source of Source of Title Regulation TAPS? In compliance. All particulate emissions are controlled by cyclone. 2D.0515 —Control of visible emissions. In compliance. I did not observe any visible emissions over 20%. 2D.05540—Fugitive Dust Control. The Permittee shall not cause or allow fugitive dust emissions to cause or contribute to substantive complaints or excess visible emissions beyond the property boundary. Fugitive dust emissions" means particulate matter that does not pass through a process stack or vent and that is generated within plant property boundaries from activities such as: unloading and loading areas, process areas stockpiles, stock pile working, plant parking lots, and plant roads (including access roads and haul roads). In compliance. The facility has paved parking and storage areas. There are no stock piles. Reporting requirements: There are no reporting requirements in the current air permit. 4) Compliance History Review: This facility has no compliance violations. 5) Stack Test Review: Stack test not required. 6) 112R Status: Based on the facility's inventory, it was decided that they are not subject to 112R reporting requirements 7) Comments and Compliance Statement: Based on review of records and visual observations, Carolina Leg Cc appeared to be operating in compliance with the Air Quality standards and regulations at the time of this inspection on November 19, 2019. /rem
