Travel I-40 West and take Exit 148 (US-64/NC-90). Take a right off exit ramp towards Taylorsville.Travel approx. 13 miles and take right onto Millersville Rd. Travel approx. 0.5 miles and take right onto NC-90 E. Facility is directly on the left. Safety Equipment. This company requires that safety shoes, safety glasses,and hearing protection be worn by the inspector at the facility. Safety Issues: No safety issues were noted during the inspection. COVID-19 Information: I talked with Mr. Kevin Mann, Senior VP of Operations, by phone prior to the on-site inspection who informed me that the facility requires employees and visitors to have a temperature check and fill out a questionnaire regarding COVID symptoms prior to entering the facility. A mask is required to be worn by employees and visitors at all times, unless they are working alone in an office or eating. The morning of the compliance assurance visit, I filled out the NC Employee Screening for Employees Reporting Onsite form on the oshr.nc.gov website that states I don't have, or have been in contact with anyone that has COVID-19 symptoms. I decided to stay in my car to determine compliance while talking with Mr. Mann by phone while viewing the bagfilter. Lat/Lon,q: A review of the "Facilities Regulated by Air Quality" on the DAQ web site indicates the facility's latitude and longitude coordinates are accurate. No changes to the latitude and longitude coordinates of this facility are needed in IBEAM. The latitude and longitude coordinates of this facility are not locked in IBEAM. Plant 4 April 21, 2021 Page -3— General Information: The purpose of this site visit was to conduct a compliance inspection evaluation while maintaining social distancing of six feet or more and wearing a mask,due to the corona virus. The facility was issued a permit exemption on September 13, 2016. This facility assembles and upholsters furniture and is currently operating two eight-hour shifts,five days a week. The facility employs 150-160 people. Mr.Kevin Mann, Senior VP of Operations, spoke with me by phone during this inspection. Source Observations: The facility has one bagfilter to control particulate from the two routers and three sawing stations. The wood dust is emptied into a semi-truck, which is emptied about twice per week. These sources were observed in operation with no visible emissions and no fugitive dust. This office has not received any fugitive dust emissions complaints regarding this facility. Mr. Mann stated that no excess emissions had occurred at this facility. Exemption Oualifcations: This office received a letter from Craftmaster Furniture, Inc. Plant 4 on September 6, 2016 requesting determination for their existing operation, which was expanded to include a woodworking operation supporting an upholstery factory. The woodworking operation is proposed to process up to 3,025,000 bd- ft/yr.At this rate the potential controlled particulate emissions are 1.50 tons per year for PM10. During the inspection, Mr. Mann provided board feet purchased in 2019 and 2020. The facility purchased 2,008,818 board feet of plywood and 929,344 board feet of lumber in 2019, and 2,851,662 board feet of plywood and 1,010,759 board feet of lumber in 2020. This puts their estimated yearly production at 2,938,162 in 2019 and 3,862,421 bd-ft/yr. Therefore,the facility still qualifies for exemption. Compliance determination: Based on my observations,this facility appeared to be in compliance with the air quality rules (2D .0521- visible emissions;and 2D.0535-excess emissions)at the time of inspection.The compliance assurance visit checklist is listed on page 4.
