Dear Mr. Cohn:
Air Permit No. 10649R00 was issued to Substance Incorporated, Claremont, Catawba
County North Carolina on June 19, 2020, with an effective date of June 19, 2020. Specific
Condition and Limitation Nos. 6.d.ii of said permit states in part:
Reporting Requirements — In addition to any other notification requirements to the
Environmental Protection Agency (EPA), the Permittee is required to NOTIFY the
Regional Supervisor, DAQ, in WRITING, of the following:
ii. The actual date of initial start-up of an affected source, postmarked within 15
days after such date.
The report due on November 12, 2020 was received by this office on March 11, 2021.
Therefore, this Notice of Deficiency is issued to Substance Incorporated for failure to submit the
required report within the required timeframe in violation of Air Permit No. 10649R00, Specific
Condition and Limitation No. 6.d.ii.

It is requested that a written response to this Notice of Deficiency be submitted to this
office as soon as possible, but no later than ten days following receipt of this notice. Your
response should describe any corrective actions that have been taken by the company to assure
compliance with the referenced permit condition at all times.
It should be noted that additional documented deficiencies could result in a Notice of
Violation by this office.
