Directions: From Murphy follow US 64 west for about 8 miles to the Ranger area and turn right onto NC Hwy 294.
Follow NC Hwy 294 for about 4 miles. The facility is on the left behind a pasture and residence.
Safety Equipment Required: Hard hat, safety shoes, safety glasses, safety vest, and earplugs. -
Facility Overview
1. DiscussionlIntroduction
On September 8,2020,I visited this facility to perform a full compliance inspection.This facility was permitted in
2011,operated briefly in 2012 and re-commenced operations(under new ownership)in November,2019 with
portable equipment.
There is a jaw crusher(2002),a screen(2017),then a cone crusher(2017)and another screen(2017).A recent photo
of the current set-up is pasted below:

The facility contacts appear to be current and up-to-date in IBEAM.
3. Facility Description
The facility is a small rock crushing operation rated at 200 tons/hour.The facility was previously owned/operated by
another entity and underwent an ownership/name change in 2016.At that time,the permitted equipment list
included a 623 HP diesel generator which was listed on the Air Permit as subject to NSPS IIII and MACT/GACT
ZZZZ.The diesel generator was not transferred with the sale of the facility and therefore the facility's permitted
equipment is only the above pictured crushing,screening,and conveying operations.All equipment on-site is
portable(on tracks)crushing, screening,and conveying equipment.
4. Inspection observations
I arrived on-site at approximately 11:20 am and met with Paul Beaver,foreman.We observed the plant in operation
for approximately 10 minutes. Only the cone crusher and downstream screen was in operation during my visit.
Visible emissions were less than 10%opacity.
The facility roads were not dusty when I was on-site and Mr. Beaver stated that they do run a water truck when
necessary.
It appeared that the facility was operating in compliance with applicable DAQ air regulations.
There was nobody at the office who could help me with a records check.
5. Follow-up
The facility has a 5 hours-per-day limit which was based on the initial air dispersion modeling conducted with the
permit application in 2011.In a follow-up telephone conversation,Mr. Chester Patterson,Manager,stated that it was
his understanding that the operations were limited to"under 35 hours per week."In researching the hours-per-day
limitation I became aware of the exemptions from air permitting currently being offered to these type operations
[ref: DAQ Director's 5/31/2018 memo"Procedures for Rock Quarry Permitting"].
Based on the relaxation of the permit requirements,the facility requested exemption from air permitting on
10/20/2020.
6. Conclusion and Recommendations
During my visit,this facility appeared to be operating in compliance with applicable air regulations.
Based on the equipment currently in operation at this site, it appears that this facility qualifies for exemption from
air permitting.
