Particulate Matter and Carbon Monoxide Emissions Testing Protocol for Boiler B-4
Proposed Test Date: February 2,2021 by TRC Environmental Corporation
DAQ Tracking No. 2021-022st
Dear Ms. Hill:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
the filterable particulate matter(PM)and carbon monoxide(CO)emissions testing of Boiler B-4. The
proposed test methods are acceptable to determine compliance with the applicable NSPS emissions limit.
Emissions Source B-4 is a wood fuel-fired boiler controlled by two multiclones and an electrostatic
precipitator ESP-4. The maximum permitted heat input for B-4 is 57.6 million Btu per hour(mmBtu/hr).
The proposed heat input rate for testing 51.8 mmBtu/hr. 40 CFR 63 Subpart DDDDD National Emissions
Standards for Hazardous Air Pollutants for Major Sources:Industrial, Commercial and Institutional
Boilers and Process Heaters applies and limits filterable PM to 0.037 pounds per million Btu(lb/mmBtu)
and limits CO emissions to 15 parts per million corrected to 3%oxygen(ppm@3%02).40 CFR 60
Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating
Units applies and limits filterable PM to 0.03 Ib/mmBtu.
TRC proposes 120-minute runs of EPA Method 5 for filterable PM and EPA Method 10 for CO.The PSF
indicate the following boiler/control parameters will be monitored every 15 minutes throughout sampling:
steam flow, steam pressure,oxygen trim,M/C pressure drop,ESP fields 1 and 2 primary(VAC)and
secondary(KVDC), and continuous opacity monitoring system(COMS)opacity. The parametric data
shall be averaged and reported with the final emissions results.Approval of this protocol does not exempt
the tester from the minimum requirements of the methods.Any deviations remain subject to approval by
DAQ. If you have any questions, please contact me at shannon.vogel@ncdenr.gov or 919-707-8416.
