The test results are acceptable and demonstrate compliance with applicable emissions standards except for NSPS filterable PM emissions limit for B-4.The B-4 filterable PM test results demonstrated an exceedance of the 40 CFR 60 Subpart Dc limit.A retest for PM is scheduled for February 2021. Emissions Source B-2,B-3,and B-4 are three wood-fired boilers,each controlled by two multicyclones and an electrostatic precipitator.The maximum permitted heat input capacities are 28.7 million Btu per hour(mmBtu/hr)each for B-2 and B-3 and 57.6 mmBtu/hr for B-4.The report submittal letter reported rated steam capacities of 20,700 pounds per hour(lb/hr)for B-2 and B-3 and 41,4001b/hr for B-4. 40 CFR 63 Subpart DDDDD National Emissions Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process Heaters applies and limits filterable PM to 0.037 pounds per million Btu(lb/mmBtu),HCI to 0.022 lb/mmBtu, CO to 1500 parts per million by volume corrected to 3%oxygen,and Hg to 5.7F,-6 lb/mmBtu. 15A NCAC 2D.0504 Particulates From Wood Burning Indirect Heat Exchangers applies to B-2 and B-3 and limits PM to 0.45 lb/mmBtu.40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Knits applies to B-4 and limits filterable PM 0.030 lb/mmBtu[or 0.051 lb/mmBtu and 99.8%removal]. TRC performed EPA Method 5 for filterable PM,EPA Method 10 for CO,EPA Method 26A for HCl, and EPA Method 30B for Ilg. The B-4 filterable PM test result was 0.034 lb/mmBtu which exceeds the 60 Subpart Dc emission limit of 0.0301b/mmBtu and demonstrated compliance with.the 63 Subpart DDDDD emission limit of 0.037 lb/mmBtu.Canfor reported operating conditions including heat input rate during testing, steam flow rate, opacity and oxygen trim.The test results are accepted as presented in the following tables. Compliance was demonstrated for HCI, CO,and IIg emissions limits for all three boilers.Compliance with the 2D .0504 PM emission limit was demonstrated for B-2 and B-3. Compliance with 63 Subpart DDDDD was demonstrated for all three boilers.An exceedance of the 40 CFR 60 Subpart Dc emissions limit was demonstrated for Boiler B-4.
