Inspection Observations
On September 24,2019,I traveled to the site to conduct a compliance inspection and/or confirm
continued shut down of APAC Atlantic Inc. in Burnsville,North Carolina. The lot was overgrown, and it
appeared that the equipment was not operational.
On September 29,2020, I contacted the authorized and technical contact Mr.Don Mason,Environmental
Compliance/Quality Control, via e-mail to inquire about future operation of the facility. Mr. Mason
responded to my e-mail and told me there are no plans to operate the facility in the near future. The
company wants to keep their air permit. It was renewed in Fall 2017 and will expire September 30,2025.
Reporting Requirement
Air Quality Permit 00161R14 limits the production of asphalt to 485,000 tons per twelve consecutive
months. The 2019 annual report was received on January 10, 2020 and reported production as zero (0)
tons. This facility has not been operated in approximately 15 years.
Five-Year Compliance History
There have been no compliance issues documented at this facility in the past five years.
Conclusion
APAC-Atlantic,Inc., at Burnsville appeared to be in compliance by shutdown at the time of my site visit.
