General Statute 143-215.108A The Quikrete Companies—Peachland Plant, Air Permit No. 06907R09 Peachland, Anson County,NC 06/04-00037 Fee Class: Synthetic Minor Dear Mr. Bean, On 26 October 2020, this office received a 02Q .0318 Notification Form from your facility, The Quikrete Companies—Peachland Plant,requesting a change not requiring a permit revision. The Notification Form requested approval for replacement of two existing bagfilters with new, larger units. The Notification Form indicated that the replacements had already been completed. Greg Reeves, of this office, spoke with Mr. David Snyder at your facility on 28 October 2020. Mr. Snyder confirmed that these replacements had already been completed. North Carolina General Statute 143-215.108A(b), requires, in part, that "...A person who holds a permit under G.S. 143-215.108 may apply to the Commission for a modification of the permit to allow the person to alter or expand the physical arrangement or operation of an air contaminant source, equipment, or associated air cleaning device in a manner that alters the emission of air contaminants. The permittee may not operate the altered, expanded, or additional air contaminant source, equipment, or associated air cleaning device in a manner that alters the emission of any air contaminant without obtaining a permit modification tinder G.S. 143-215.108... " This letter is to officially inform you that by not first obtaining a permit for this modification, you have deviated from your permit and from the requirements of N.C.G.S. 143-215.108A(b). As stated in the subject above, this letter represents a Notice of Deficiency for the cited deviation. Be aware that future deviations from air quality regulations could result in issuance of a Notice of Violation, and may be subject to the assessment of civil penalties according to North Carolina General Statute 143-215.114A.
