Coleman Boulevard); at the first stop light past Mary Frances Wall Center School turn right onto Flowes Store Road; and approximately 6 '/z miles turn left onto Running Brook Road (see entrance sign to Martin Marietta). Martin Marietta Materials, Inc.,Rocky River Quarry, is located 0.2 miles on the right at the address of 430 Running Brook Road. Safety Equipment: This company requires that the inspector watch a video on safety procedures at Martin Marietta Materials,Inc.before the air quality inspection can be conducted. This company requires a hard hat, safety vest, steel-toed shoes,ear protection and safety glasses be worn by the inspector at the quarry. Safety Issues: Inspector should be cautious of conveying and crushing equipment,heavy equipment and truck traffic. COVID-19 Information: Mr.Jay Nivens,manager environmental engineering at(704)409-1475, and I discussed the COVID-19 restrictions at this facility prior to this inspection. Mr.Nivens stated that Martin Marietta Materials,Inc. is allowing the inspector on-site access to the outside quarry site if a face covering(masks)is worn and the physical distancing of six feet(social distancing) is maintained from other plant personnel. Mr. Nivens stated that there is no one at the Rocky River quarry since this facility is not in operation due to the lack of demand for the granite rock materials. Martin Marietta Materials,Inc.—Rocky River Quarry October 22,2020 Page 3 General Information: 1. The purpose of this site visit was to conduct a routine air quality inspection. An air quality permit was issued to this company for the construction and operation of stationary and portable crushing, screening and conveying equipment at the Rocky River quarry site. I phoned Mr. Jay Nivens, manager environmental engineering at(704)409-1475 to discuss the operational status of this facility. Mr.Nivens stated that there is no equipment currently at the quarry site and selling of stock piled granite rock materials to various customers ceased at this quarry site in 2011 due to the lack of demand for this product. Mr.Nivens stated that Martin Marietta Materials, Inc. has no plans at this time to reopen this quarry site. 2. Facility Contact Information: During the inspection, I verified the facility contact information in IBEAM with Mr. Nivens during a telephone conversation. No changes to the facility contacts are needed in IBEAM. 3. Compliance history file review: No problems have been noted in the last five years by DAQ prior to this inspection. The current compliance status is discussed in the following sections. 4. Observations of permitted air emission sources and control devices: On July 13, 2018, this office issued Air Permit No. 05615R13 to this company for the construction and operation of the crushing, screening and conveying equipment at this facility. Per a telephone conversation with Mr.Nivens,there is no stationary or portable crushing, screening or conveying equipment at this quarry site. During the inspection,I observed that the gate to this quarry site was locked and no one was present. 5. Compliance with specific permit conditions and limitations: This company has no stationary or portable crushing screening or conveying equipment at this quarry site. The stock-piled granite rock materials are located at this quarry site and could be sold to various customers. However,this facility is not operating due to the lack of demand for granite rock materials. Compliance with the specific permit conditions and limitations will be determined once the facility is operational. 8. NSPS/NESHAP Review: EPA has not developed any NESHAP requirements for nonmetallic mineral processing plants. This facility is subject to 40 CFR Part 60, NSPS, Subpart 000 for stationary and portable crushing, conveying and screening nonmetallic mineral processing plants. Currently, this company has no stationary or portable crushing, screening or conveying equipment at this quarry site. This facility has stock-piled granite rock materials on-site that could be sold to various customers. However, this facility is currently closed due to the lack of demand for the granite rock materials. This company has no boilers, emergency generators, peak shaving generators, fire pump engines or gasoline storage tanks at this facility. 9. Summary of changes needed to the current permit: None. 10. Compliance assistance offered duringthe h�pection: None. 11. Section 112(r)applicability: This facility does not appear to be subject to the requirements of the Chemical Accident Release Prevention Program, Section 112(r)of the Clean Air Act. 12. Compliance determination: The quarry site is temporarily inactive as indicated by Mr. Nivens during a telephone conversation. No stationary or portable crushing, screening and conveying equipment is located at this quarry site. The compliance status of this facility will be determined when the air emission sources are operational at this quarry site. However, various portable crushing, screening and conveying equipment has operated in past years at this quarry site and was in compliance with the applicable air quality regulations at the time of the previous inspections.
