Directions:
Take I-77 north to I-40 west. Take the highway 64/90 exit on I-40 west and turn right,traveling west.
Turn right at the intersection of highway 64 and Old Mountain Road. The facility is located on the left
about 0.25 miles north of the intersection.
Safety Equipment:
Steel-toed shoes are recommended.
Safety Issues•
Forklifts and large trucks move around the site.Watch for moving heavy equipment.

were needed.
COVID-19 Information:
This facility is a barn-like structure with three sides to the building and one side with stall doors that are
always open.Mr. Kerley stated that his facility did not have any COVID-19 precautions or safety
measures in place. Production has not changed due to the pandemic and business has commenced as
normal. I wore a face mask and kept a social distance of more than six(6)feet.

General Information
The purpose of this site visit was to conduct a routine air quality inspection. This facility manufactures
simple wood pallets that are used in commercial chicken houses. The facility is currently operating about
28 hours per week, 50 weeks per year with a total of three employees including Mr.Kerley.
Source and Control Device Observations:
The source was in operation at the time of this inspection. The wood working equipment consists of a
saw and two planers connected to a dust collection system that empties into a large metal storage shed
that is part of the building. I did not go inside the building, as I wanted to keep social distancing.
However, I could observe the saw and two planers in operation from standing outside the building.No
buildup of sawdust or visible emissions were observed around the ductwork leading to the metal storage
bin or around the metal storage bin itself. The metal storage bin is emptied occasionally throughout the
year. There is no inspection or maintenance per say that can be done to this control device other than
making sure the integrity of the building is maintained. This is accomplished by a simple walk around
which Mr. Kerley stated he does daily in his operation of the plant.
NESHAP/NSPS Review:
This facility has no engines/generators, fire pumps or gasoline storage tanks.
Exemption Oualification:
Mr.Kerley stated during a June 14,2017 phone call with an MRO permit engineer that the facility
operations/emissions have not changed in recent years. Per the 2012 emissions inventory,the facility
processed 40,000 board feet of poplar lumber,which is assumed to weigh 3 lbs./bd-ft. The facility
estimates that no more than 10%is waste.No control is assumed from the metal storage bin. The
facility's wood dust characterization is 100%rough sawing. This would equate to actual emissions of
0.11 tons/yr. PM 10.
Based on the last permit review(R04),the facility only emits particulates and the potential emissions after
controls are only 0.71 tons per year PM10.As such,the actual emissions are certainly under the
exemption thresholds. In addition,the facility stated in the rescission request letter that their emissions
will remain below the exemption thresholds in the future.
According to Mr. Kerley and my observations,nothing has changed since the facility was exempted on
June 22,2017.Mr.Kerley did state,however,that production has gone down slightly since he applied for
exemption. The facility processes a little less than 40,000 board feet of poplar lumber currently per year.
Compliance determination:
The facility is complying with the following EMC regulations for this exempted facility: 15A NCAC 2D
.0512; .0521, .0535 and .0540. Based on my observations,this facility appeared to be in compliance with
any and all other applicable air quality regulations at the time of the inspection.
