Dear Mr. Hildreth,
On 10 September 2020, Mike Turner, with the Fayetteville Regional Office of Division
of Air Quality (FRO DAQ), met with you to conduct a full air quality compliance inspection of
Hildreth Ready Mix, LLC, in Wadesboro, Anson County, NC. During the records review, you
provided Mr. Turner a sheet of paper with a list of dates that you stated were dates of internal
inspections that had been completed on the bagfilter. The records provided do not meet the
recordkeeping requirements in your current air permit. Your current permit contains the Specific
Condition and Limitation 2.1. A.7, 15A NCAC 02D .0611 — Fabric Filter Requirement, which
requires the results of all inspections and any variance from manufacturer's recommendations, or
from those given in this permit (when applicable), shall be investigated with corrections made
and dates of actions recorded in a logbook. Records of all maintenance activities shall be
recorded in the logbook. Failure to keep record of the results of the inspections, any
corrective actions, and dates of those actions is a deviation from the requirements of 15A
NCAC 02D .0611 "Fabric Filter Requirement."
In addition, your records showed that more than 13 months had elapsed between internal
inspections. These records showed an internal inspection on 8 September 2020, with the
previous internal inspection being 8 August 2019. Your current permit contains the Specific
Condition and Limitation 2.1. A.7, 15A NCAC 02D .0611 — Fabric Filter Requirement, which
requires an annual (for each 12-month period following the initial inspection) internal inspection
of the fabric filter system. Failure to perform an annual internal inspection within a 12-
month period is a deviation from the requirements of 15A NCAC 02D .0611 "Fabric Filter
Requirement."
As stated in the subject above, this letter represents a Notice of Deficiency for the cited
deviations. Be aware that future deviations from air quality regulations could result in issuance
of a Notice of Violation, and may be subject to the assessment of civil penalties according to
North Carolina General Statute 143-215.114A.
