Turn right onto East Maiden Road(just past Hwy. 16 intersection). In Maiden,turn right onto East Maiden Street; continue straight through town,West Main Street changes to West Maiden Road. Travel approximately 2 miles and turn left into the entrance of Martin Marietta Quarry,go approximately 100 yards and turn right onto a gravel road. The facility is located at the end of the road. Safety Equipment: Safety shoes and safety glasses are recommended. Safety Issues: No safety issues were noted by me during the inspection. C011ID-19 Information: The facility has no COVID-19 protocols in place for employees or visitors. I chose to wear a mask during the inspection. Lat/Lonz Coordinates: A review of the"Facilities Regulated by Air Quality"on the DAQ website indicates the facility's location is accurate and matches the facility's latitude and longitude coordinates listed in IBEAM. No changes to the latitude and longitude coordinates are needed in IBEAM. General Information: The purpose of this site visit was to conduct a compliance assurance visit. This facility is a truck mix concrete batch plant rated at 228 cubic yards per hour maximum capacity. The facility operates on an as- needed basis. The operational schedule of this facility is solely dependent upon weather conditions and customer orders. Mr. Gary Allen,Batch Manager, accompanied me during this visit. Southern Concrete Materials—Maiden Plant October 13,2021 Page -3— Source Observations: This facility has three baghouses to control particulate emissions from one split silo ('/2 flyash '/z cement), a truck loadout,and a weigh batcher. The truck loadout was observed operating during the inspection with no visible emissions. Exemption Oualification: According to the rescission review, since this facility is a truck mix concrete batch plant with controls on the truck loadout,they can produce up to 541,046 cubic yards of concrete a year and still conservatively qualify for exemption. The facility provided me with records that showed the concrete production was 11,078 cubic yards in 2020. The exemption was based on a production of 21,000 cubic yards which produced aggregate emissions of 0.59 tons per year. No changes or modifications have been made to the equipment since the last visit. Therefore,the facility still qualifies for exemption. Compliance determination: Based on my observations, this facility appeared to be in compliance with the air quality rules 2D .0515- particulates from miscellaneous industrial process;2D.0521-visible emissions;2D.0535-excess emissions; and 2D .0540-fugitive dust emissions at the time of the visit.
