Compliance Assurance Visit Report(CAV): Partial Compliance Evaluation
1) Location: Southern Concrete Materials, Inc., Andrews Plant is located at 268
Whitaker Lane in Andrews,NC, Cherokee County.
Directions: Take U.S. 74, 19, 129, West of Andrews. Stay on the bypass. At the first
red light in Andrews turn right onto U.S Business 19 (KFC is on the corner). Turn
right at the next red light onto Whitaker Lane. The plant is on the left
2) Facility Overview: Southern Concrete Materials, Inc., Andrews Plant is a batch
concrete plant producing concrete for commercial use. This facility is exempted from
permitting effective date July 22,2016. Last compliance inspection conducted on July
18, 2020 by Richard Morris.

Visit Details: On July 6th, I, Mamie Colburn called the plant and received a busy
signal. Then I called central dispatch and asked them to let the plant operator know
that I would be visiting the plant the following day. On July 7 I arrived and spoke to
Doug Hughes, Plant Manager. The visit went as follows:
a) Mr. Hughes verified the contacts based on FACFINDER printout. Doug
Hughes is the plant manager. The address was wrong on FACFINDER and in
IBEAM. This will be corrected. The correct address is 268 Whittaker Lane
(not 50 Whittaker and has never been 50).
b) We discussed the inspection and maintenance of the bagfilters. Mr. Hughes
showed me his record of the annual internal inspection, dated May 6, 2021.
Mr. Hughes also noted weekly external inspections and maintenance. Noted
on this inspection sheet was a maintenance problem that was affecting
disposal of collected material from the central bagfilter collection.
c) Mr. Hughes described and showed me a current problem with the central
collection system. The central bagfilters are working properly but the pipe that
returns the collected material back into the flyash area is clogged. Because of
this, Mr. Hughes has to manually empty the collection hopper 1-2 times per
week. He showed me the process and I was able to view the collected material
(from the baghouse) being pushed into the normal intake pipe for the flyash.
