General Facility Summary
Head north from WiRO and go through Cape Carteret on Hwy. 24. After crossing Gales Creek, turn
left onto Hibbs Rd. (There's a Shell station on the comer.) At the end of Hibbs Rd.,turn right onto
Hwy. 70. The first left is E. Chatham St. After that, make an immediate right onto Herring Smith
Ln. (dirt) Go to the end and cross the railroad tracks. The site is to the left. There's a gate. If it's
open, proceed to the office building. Steel-toed boots are a good idea.
This property is the old Styron LCID site. The ACI (air curtain incinerator) is located between the
two mounds. It consists of a pit with a 30 foot wide air manifold made by Air Burners. The manifold
blows a"curtain" of air across the pit to the far wall. If set up right, the air rolls under and
recirculates particles for more complete combustion and lower opacity.

Inspection Results
I met Alonzo Collins onsite. The inspection was announced due to the pandemic and the ACI's
sporadic operation.
They are keeping the required logbook. Burning is intermittent and is in the 10-25 tons per day
range. The debris is weighed as it is loaded into the pit. They have burned approximately 342 tons
so far this year. They burned 390 tons in 2020.
Collins receives vegetative debris from the area and stages it to burn. They are also digging up some
of the LCID operated by Mr. Styron and burning that vegetative material. The ash from the pit is
mixed with dirt from the LCID and sold to farmers.
The pit was not operating today. Their plan is not to bum when the wind could impact the
neighborhood to the SW of them. The rest of the area around the site is farmland and woods. They
do have a wind sock.
Mr. Collins is in the process of creating a fire break around the pit area.
Testine
Collins did their initial Method 9 VE test on December 11, 2020. The 3-hour avg. was 6.13% with a
highest 6-minute avg. of 8.75%. The limit is :510%. The results were approved by SSCB on July 2,
2021.
Compliance History
The facility has not received any NOD's,NOV's, or NRE's in the last 5 years.
Conclusions, Comments, and Recommendations
I reminded Mr. Collins they would need to do their annual M9 test in December.
The facility appeared to be operating in compliance with their air permit at the time of the inspection.
