Travel approximately 10 miles and turn right onto Old Mountain Road. Turn left onto Hwy. 90 west and travel approximately 2 miles and turn right onto White Plains Road. The facility is located on the right. Safety Equipment: Safety glasses are required and safety shoes and ear protection are recommended. Safety Issues: Watch for forklift traffic. Covid Safety Issues: The facility is not requiring masks for people who have been vaccinated against Covid.No other Covid safety protocols are in place at this time. Lat/Long Coordinates: A review of the facility's coordinates on"Maps of DAQ Regulated Facilities" indicates the facility's latitude and longitude coordinates are accurate. Email contacts: No changed were needed to the email contact in IBEAM. 1. The purpose of this site visit was to conduct a routine air quality inspection. This facility manufactures wooden furniture frames. The facility is currently operating two (10)hour shifts Monday through Friday. The facility currently has 65 employees. Mr. Ray Wells,Maintenance Manager,accompanied me in the walk through of the facility and provided information during the inspection. I also spoke with Mr. Matthew Hoffman,Environmental,Health and Safety Manager,via phone during the inspection. 2. Facility Contact Information: During the inspection,I verified the facility contact information in IBEAM.No changes were needed. 3. Compliance history file review: The facility has not had any violations in the past five years. The current compliance status is discussed in the remaining inspection report. 4. Observations of permitted air emission sources and control devices: Industrial Timber,Inc. August 20,2021 Page 3 Emission Emission Source Control Control System Source ID Description System ID Description ES-1 woodworking operation CD-1 bagfilter(6,924 square feet of filter area) Observed: The bagfilter was observed in operation with no problems noted.All woodworking equipment,including a wood"hog",wood grinder,ten(10) CNC routers,band saws,table saws, and chop saws exhaust to the bagfilter. The collected wood waste is augured into a truck trailer. In the event the trailer becomes too full,the waste is transferred to a second trailer. On average,the facility is filling one trailer about every other day with sawdust. The facility has 3-4 trailers available for sawdust storage and transport. The system is equipped with a"bin indicator"fan device,which will indicate problems by the amount of pull on the fan and will shut the system down in the event of a serious problem. The facility is currently processing approximately 50,000 bd. ft. of lumber per week and 19,000 sq. ft. of plywood(4 x 8 x 3/4)per week. 5. Observations of insignificant air emission sources and control devices listed on the current permit: a. There are no insignificant sources listed on the current permit. 6. Observations of air emission sources and control devices not listed on the current permit: a. None noted. 7. Compliance with specific permit conditions and limitations: a. Condition A.2. Permit Renewal and Emission Inventory Requirement-The Permittee,at least 90 days prior to the expiration date of this permit, shall request permit renewal by letter...At least 90 days prior to the expiration date of this permit,the Permittee shall submit the air pollution emission inventory report... The report shall be submitted to the Regional Supervisor,DAQ and shall document air pollutants emitted for the 2020 calendar year. Observed: I mentioned the upcoming permit renewal to Mr. Hoffman and let him know I was available to answer any questions he had about the permit renewal process. b. Condition A.3. 15A NCAC 2D .0512 "Particulates From Wood Products Finishing Plants". Provide adequate ductwork and properly designed collectors to control woodworking particulates. Observed. Wood particulate appeared to be properly controlled. Minimal sawdust waste was observed at the exhaust points of the baghouse, and ductwork appeared to be properly maintained. Compliance with this condition is indicated. C. Condition A.4. 15A NCAC 2D .0521, "Control of Visible Emissions". The facility is limited to 20 percent opacity. Observed. No visible emissions were observed during this inspection. Compliance with this condition is indicated. Industrial Timber,Inc. August 20,2021 Page 4 d. Condition A.5. 15A NCAC 2D .0535. Permittee of a source of excess emissions that last for more than four hours and that results from a malfunction, a breakdown of process or control equipment or any other abnormal conditions, shall notify the Director or his designee of any such occurrence by 9:00 a.m. Eastern time of the Division's next business day of becoming aware of the occurrence. Observed. Based on a conversation with Mr.Wells,no excess emissions have occurred at the facility. Compliance with this condition is indicated. e. Condition A.6. 15A NCAC 2D .0540"Particulates from Fugitive Dust Emission Sources." The Permittee shall not cause or allow fugitive dust emission sources to cause to contribute to substantive complaints or excess visible emissions beyond the property boundary. Observed. There have been no complaints received by the MRO concerning the facility. I did not observe any fugitive emissions issue during the inspection. Compliance with this condition is indicated. £ Condition A.7. 15A NCAC 2D .0611 "Fabric Filter Requirements."Conduct an annual internal inspection of the fabric filter system. In addition, conduct periodic inspections and maintenance as recommended by the equipment manufacturer and list corrections made and dates of actions in a fabric filter logbook. Observed. The facility conducts preventative maintenance approximately every other month on the bagfilter system. The annual internal inspection is conducted by Carolina Air Systems,Inc. The last internal inspection by Carolina Air Systems, Inc. was conducted on July 3, 2020. The facility has had difficulty scheduling with Carolina Air Systems, Inc. this year,but the inspection is scheduled to be completed by the end of the month. 8. NESHAP/NSPS Review: No gasoline storage tanks are located on the property. Therefore,the facility is not subject to NESHAP 6C. There are no boilers, generators, or fire pumps located at the facility;therefore,the facility is not subject to NESHAP 6J or 4Z. 9. Summary of changes needed to the current permit: None. 10. Compliance assistance offered duringtpection: I spoke with Mr. Matt Hoffman concerning the upcoming permit renewal. 11. Section 112(r)gpplicabilitX: This facility does not appear to be subject to the requirements of the Chemical Accident Release Prevention Program, Section 112(r)of the Clean Air Act. Compliance determination: Based on my observations,this facility appeared to be in compliance with the applicable air quality regulations at the time of the inspection.
